HomeMy WebLinkAboutCI-202_RMF 2 Urban Design DistrictCI-202 Page 1 of 1 Department of Community and Economic Development Planning Division ADMINISTRATIVE POLICY/CODE INTERPRETATION ADMINISTRATIVE CI-202 CODE INTERPRETATION #: MUNICIPAL CODE RMC 4-3-100, Urban Design Regulations SECTIONS: SUBJECT: Applicability for RMF 2 Zone BACKGROUND: RMC 4-3-100 establishes design requirements for seven aspects of site and building design specifically, site design and building location; parking and vehicular access; pedestrian environment; recreation areas and common open space; building architectural design; signage; and lighting. The applicability is by zone with four district districts. The RMF zone is in Design District B. However, RMF 2 was not added to the district when the zone was created in 2024. Ordinance No. 6154 created a second residential multifamily zone that allows 40 dwelling units per acre. The ordinance amended several code sections to implement the new zone, however there are code sections that include the RMF zone and should include the RMF 2 zone. DECISION: Projects in the RMF 2 zone shall follow the requirements of Design District B. JUSTIFICATION: Each design district has some features that fit the type of development typically constructed in those zones. For example, District A is only used for the Center Downtown (CD) zone. The requirements seek to have new development align with an urban fabric of a historic area of the City. District B has requirements that are for residential type development and lack requirements for commercial features. It applies to the RMF zone and to assisted living facilities in all residential zones. It is appropriate to apply the same residential design requirements to the RMF 2 zone as the RMF zone. APPEAL PROCESS: To appeal this determination, a written appeal accompanied by the required filing fee must be filed with the City's Hearing Examiner (1055 South Grady Way, Renton, WA 98057, 425-430-6551) no more than 14 days from the date of this decision. Section 4-8-110 of the Renton Municipal Code provides further information on the appeal process. Should any conflicts result, the Administrator shall determine the effective code. SPECIFIED CODE SECTIONS SHALL BE READ AS FOLLOWS: B. APPLICABILITY AND CONFLICTS: 1.Applicability: b.Any of the activities listed in subsection B1a of this Section and occurring in the following overlay areas or zones shall be required to comply with the provisions of this Section: i.District ‘A’: All areas zoned Center Downtown (CD). ii.District ‘B’: All areas zoned Residential Multi-Family (RMF), Residential Multi Family Two (RMF 2), and as well as assisted living and convalescent centers within the Resource Conservation (RC), Residential-1 (R-1), Residential-4 (R-4), Residential-6 (R-6), Residential-8 (R-8), Residential-10 (R-10), Residential-14 (R-14), and Residential Manufactured Home Park (RMH) zones. iii.District ‘C’: All areas zoned Urban Center (UC) or Commercial Office Residential (COR). iv.District ‘D’: All areas zoned Center Village (CV), Commercial Arterial (CA), Commercial Neighborhood (CN), or Commercial Office (CO), except for those properties included in the Automall District and used for small vehicle sales or a secondary use identified in RMC 4-3-040C1, Uses Permitted in the Renton Automall District.
