EH03337 CASE# 26-3047 OF COLLISION 04/19/26 18:27 OF CbLLI510N NARRATIVE 26-3047 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 04-19-2026 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1827 hours I was dispatched to an injury accident, located at 4904 Lake Washington Blvd NE, City of Renton, County of King, State of Washington. I gathered from the call notes, IFO LOC ON ROADWAY... NOW... MVA... INJS ...SEE RELATED EMS&Fire CALL RF26-5692 En route to the call location, the driver called to report he was involved in a one motor vehicle collision, and he believed he fell asleep while driving. I arrived on scene and Renton Fire Authority (RFA) were already on scene providing aid to the driver. The driver was later positively identified as Andrew M. Young (DOB 06-27-1975) via WADL. The vehicle involved was a black 2017 Audi A3 (license plate#CEG9849/WA) and the listed registered owner was Andrew. I observed that the Audi had severe front passenger side fender damage. The front passenger fender had been severely scraped, and the metal frame had been broken off as well. Also, the front passenger side tire had been deflated, and the driver's side rear view mirror had been damaged. There was a nearby water-filled barrier that had evidence of being struck recently. The barrier had the "Audi" logo on the floor near the barrier, had noticeable scuff marks, and was actively leaking water. I took photos of the vehicle and barrier to upload to evidence.com. I looked inside of the vehicle and did not observe any open alcohol containers, prescription pill bottles, or other evidence of drug paraphernalia to suggest that Andrew was impaired. I contacted Andrew who was sitting on the ground of the sidewalk on the east side of the road. I looked at Andrew's eyes and saw that he had normal-sized pupils, were not glossy, and not bloodshot. Also, I did not detect the odor of intoxicants coming from Andrew's breath. Andrew advised the following occurred: Andrew works night shift and when he returned home from work at approximately 0530 hours he could not sleep. Andrew stayed up nearly 24 hours until he finally fell asleep at approximately 1300 hours. About an hour or so before he fell asleep, he took 5mg of oxycodone that was prescribed to him for his shoulder pain, and he took his prescribed dose of methocarbamol a couple hours prior to consuming his oxycodone. Andrew said he was only able to get about three to three and a half hours of sleep. At approximately 1730 hours he spoke with his father by phone who said he needed to pick up dog food for them. Andrew admitted that he was overly exhausted but still decided to drive to his parents' house in Renton. Andrew drove southbound in the 4900 block of Lake Washington Blvd NE and felt like he was falling asleep. Andrew noted that he could feel his body "nodding" or fighting to stay awake. At some point Andrew fell asleep and collided with the water-filled barrier on the west side of the road. Andrew woke up and felt the vehicle spin out of control, and ended up facing northbound in the northbound lane of Lake Washington Blvd NE. Andrew advised that he had minor head and chest pain. Andrew did have a small cut on the right side of his temple that bled down to his white t-shirt. Andrew refused to be taken to the hospital. I took photos of Andrew and uploaded them to evidence.com. The proximate cause of the collision was that due to Andrew's fatigue state, he failed to remain awake while he drove his vehicle which caused him to lose control of his vehicle and collided with the barrier on the west side of the road. Later, I spoke with Derek Parent who is the superintendent of Flatiron-Lane Joint Venture who arrived on scene. Derek advised that his company owns the barrier that was damaged by the collision. Derek said that the approximate cost to repair the barrier was $8,000. 1 provided him with the case number. Banker's towing arrived and towed Andrew's vehicle for him.
