EH04323 CASE# 26-3749 OF COLLISION 05/15/26 01:50 OF CbLLI510N NARRATIVE 26-3749 On 05/15/2026 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the City of Renton. My FTO, Officer Ediger and I were dispatched to a report of a single vehicle collision near SW 16th St and Longacres Dr SW, Renton/King/WA. The caller was reporting that the vehicle was upside down in a field. Approximately 0159 hours, I arrived on scene and located the vehicle upside down in the field. I observed one occupant in the driver's seat. The driver of the 2024 Nissan Altima WA/CWG7420 was later identified by her WADL as Shaleena Lathell Pritchard DOB: 07/01/1996. Shaleena was conscious but disoriented at the time. Officers tried prying the door open, but it wasn't successful. Renton Fire Department soon arrived and was able to get the driver's door open. Renton Fire Department cleared Shaleena and said she had minor injuries. There was airbag deployment, and the vehicle was totaled. Shaleena's DOL status showed she was clear and valid. I viewed the area of the collision and noticed no damage was done to the property. Officer Nguyen spoke to the witness Murtaja Jaafar (DOB:02-13-2000) and told me the following. Murtaja was working security when he observed the Nissan Altima traveling westbound on SW 16th ST going what seemed to be 60mph in a 35mph zone. The vehicle jumped the median at the intersection and rolled midair which led to the vehicle upside down in the field. Murtaja said he didn't see anyone exit the vehicle during the time and called the police. I spoke to Shaleena who advised that she was heading to a friend's house. When asked about the collision, Shaleena was confused about the direction she was traveling or how fast she was going. Due to the collision and Shaleena not remembering how the collision occurred, 1 asked if she had anything to drink. Shaleena said she had an alcohol beverage but didn't touch base on how much. I asked Shaleena if she was willing to do a Horizontal Gaze Nystagmus test and that it was voluntary. Shaleena said no. At the time I didn't smell any alcohol or signs of driving under the influence (DUI). When asked if anything else was bothering her, she burst into tears. Shaleena said she was going through a tough time and doesn't know what she should do. I asked Shaleena if she had thoughts of suicide or hurting other people tonight. Shaleena said no but has had thoughts about suicide in the past. Shaleena agreed to voluntary be transferred by Tri-Med to Valley Medical Center to seek further treatment. Based on the above statements, with a witness detailing the driving exhibited by Shaleena Lathell Pritchard, I determined that the Driver (Shaleena) is the proximate cause for the collision due to traveling at unsafe speeds. I believe that the driver violated RCW 46.61.525 -Negligent Driving in the second degree. This RCW is defined as a person being guilty of negligent driving in the second degree if, under circumstances not constituting negligent driving in the first degree, he or she operates a motor vehicle in a manner that is both negligent and endangers or is likely to endanger any person or property. "Negligent" means the failure to exercise ordinary care and is the doing of some act that a reasonably careful person would not do under the same or similar circumstances or the failure to do something that a reasonably careful person would do under the same or similar circumstances. The driver (Shaleena) did not exercise ordinary care while operating a motor vehicle and her statement was not consistent with the driving behavior witnessed. Even with the damages incurred, this collision still had far more potential to cause injury and/or death if the vehicle had collided with another vehicle, or pedestrian. I completed Sector citations #6A0288169 negligent Driving 2nd Degree RCW 46.61.525.1 C. The citation should be mailed to Shaleena's DOL address. Nothing further.
