NARRATIVE
26-3926
Unless otherwise noted, the following happened within the City Limits of Renton, County of King,
State of Washington.
On 05/21/26 at approximately 1909 hours I was dispatched to an injury accident at NE Sunset Blvd
and NE 10th St. A vehicle had struck a pedestrian and the pedestrian was injured.
The driver of Unit#1 told me that they were at the traffic light on NE 10th St facing west. The light
turned green and they began turning left onto NE Sunset Blvd. They did not see the pedestrian at all
and did not know which direction the pedestrian came from and if they were in the crosswalk when
they struck them.
The pedestrian spoke Cantonese and a bystander was able to translate. I only asked about her
injuries. She was complaining of head pain and had a deep laceration on her right forearm. There
was a witness who was directly behind Unit#1 as they turned. The witness stated that the pedestrian
was on the east side of NE Sunset Blvd and was walking in the crosswalk in the shade. The sunlight
was shining directly at the traffic facing west. They believe that due to the abrupt change in lighting
Unit#1 did not see the pedestrian in the shade and unintentionally struck them. As I was on scene I
noticed that when the light turned green for east-west travel on NE 10th St, the pedestrian walk sign
was on as well. Officer G. Latronico was able to get dashcam footage of a vehicle that was stopped at
the intersection waiting to go north. Their camera captured the collision. In the video, the pedestrian
can be seen walking east to west in the crosswalk. Unit#1 then comes into frame turning south and
hits the pedestrian. The pedestrian is knocked off of her feet and spun around as she falls.
I was unable to fully identify the pedestrian before they were treated and transported to VMC by RFD.
I went to VMC and was able to get her full name and DOB from the hospital staff. The woman who
was translating on scene was able to get a phone number of a family member of the pedestrian and
called them to tell them what happened. I was later able to meet the family at the hospital and gave
them the insurance information for the driver of Unit#1, the case number, and told them to contact
the other party's insurance. The family told me the pedestrian spoke both Cantonese and Mandarin
but Cantonese was their first language. I did not learn the full extent of the pedestrian's injuries before
I left the hospital.
Unit#1 is the proximate cause of the accident. They did not grant the right of way to a pedestrian in
the crosswalk as they turned. Assuming the pedestrian sign did not malfunction, it would have been
signaling that it was ok to cross as the light on NE 10th St turned green. I do not believe it was
intentional or reckless. When leaving the scene I drove through the intersection on the same path as
Unit#1 and the sunlight is shining quite bright and makes it difficult to see to the south due to the
abrupt shadow of the buildings near the intersection.
