EH05315 CASE# 26-3666 OF COLLISION 05/12/26 14:57 OF CbLLI510N NARRATIVE CC 26-3666 On 5/12/2026 at 1519 hours I was dispatched to a motor vehicle collision at the Grand Casino located at 3900 East Valley Rd in the City of Renton, King County, Washington. Pre-Collision Unit 3 was parked within a parking stall facing East on the property directly in front of the building Unit 2 was parked within a parking stall facing East on the property directly in front of the building and to the left (North) of Unit 3. Unit 1 entered the parking lot from East Valley Rd to the West of Unit's 2 and 3. Collision Video surveillance shows Unit 1 enter the parking lot and proceed East on the North side of the parking lot slowly until Unit 1 reached the Northwest corner of the building. Unit 1 then is seen beginning a righthand turn to proceed South when it suddenly accelerated and did not turn fast enough and was unable to negotiate the turn. Video showed the front drivers side bumper of Unit 1 collide with the rear drivers side bumper of Unit 2. The force of this impact moved Unit 2 into the parking stall where Unit 3 was located, and the rear passenger side bumper of Unit 2 collided with the middle drivers side panel of Unit 3. The rear bumper of Unit 2 was partially removed and the solid bumper impaled the side of Unit 3 causing substantial damage. A witness on scene, identified as Philip D. Hardcastle (DOB: 06/27/1968) stated "At approximately 3:00 PM, I was parked on the south end of the parking lot facing north. I witnessed a small red sedan rturn the corner nearest the casino on the north side of the lot and jump the curb only to run into a gray vehicle pushing it into a White locksmith van. The driver slowly reversed and slowly left the parking lot up the south end of the lot. He was an older gentlemen approximately 80 or so with what appeared to be an oxygen tank in the vehicle. The vehicle was a red Saturn Vue with WA license plate CPX8236. " I was able to locate the suspect vehicle at the registered owners address where the front plate was WA LP: CHN6525 and the rear license plate was WA LP: CPX8236. Both of these license plates match the VIN for the vehicle (5GZCZ63467S823954). CPX8236 appears to be the most recent license plate registered to a Daniel Valencia Magallon (DOB: 06/22/1938) who lives at 51 Burnett Ave S within the City of Renton, where I located the suspect vehicle. Photos were uploaded to evidence.com of the suspect vehicle. Based upon the fact that Hardcastle described the suspect as an older male, approximately 80 years old, the vehicle being registered to Daniel Valencia Magallon who of similar age to the suspect in this case, the fact that the suspect vehicle is registered to Magallon, and that the suspect vehicle was found the next day at Magallon's residence with no evidence of being stolen or report of being stolen, I determined there to be reasonable suspicion that Magallon did commit the crime of Hit and Run Unattended (RCW 46.52.010) because the operator of any vehicle which collided with any other vehicle which is unattended shall immediately stop and shall then and there either locate and notify the operator or owner of such vehicle of the name and address of the operator and owner of the vehicle striking the unattended vehicle or shall leave in a conspicuous place in the vehicle struck a written notice, giving the name and address of the operator and of the owner of the vehicle striking such other vehicle. Drivers in this case determined that they did not want to pursue criminal charges at this time. I was later able to contact Driver 1 (Magallon) and he stated that he was driving on the day of the collision and that he meant to press on the brake and accidently hit the gas, sending Unit 1 forward. Driver 1 stated that he left the scene because his daughter (his caregiver) was not with him and he didnt know what to do. I spoke with his daughter and she advised that she wanted his driving privileges taken away. Injuries None Vehicle Disposition Vehicles appeared operational but remained in the parking lot after my departure. PAGE 3 OF 6 REPORT NO.
