NARRATIVE
Renton Case #26-3994
On 05/23/2026 at 1712 hours I responded to the intersection of Williams Ave N/N 3rd St, in the City of
Renton, King County, Washington. I was responding to the call of a recent non-injury, blocking
accident. This incident was captured on my body worn video camera. This report is a summation of
events that occurred and is not an exact sequence of events.
Upon arrival, I contacted all involved parties on Williams Ave N, just south of N 3rd St.
I identified Unit 1 as a gold 2021 Honda CR-V (WA LIC#BYH3034) being driven by the registered
owner of the vehicle, identified by his WA DL as Terry L Bradford (DOB 07/28/1956).
1 identified Unit 2 as a green 2026 Toyota Sienna (WA LIC #CVJ1045) being driven by the registered
owner of the vehicle, identified by his WA DL as Serhii Stratonov (DOB 02/24/1974).
Unit 2 vehicle was found blocking southbound travel on Williams Ave N, and Unit 1 vehicle was pulled
over to the shoulder.
Both Unit 1 and Unit 2 drivers provided me with their respective driver licenses, registration and proof
of insurance. Both drivers stated they were uninjured.
In speaking with Unit 1 driver, he stated he was traveling eastbound on N 3rd St through the
intersection of Williams Ave N. As he proceeded through the intersection, Unit 1 driver said that Unit 2
vehicle pulled in front of him -causing the subsequent collision. Unit 1 driver stated he believed at the
time of entering the intersection, he had a green light and the right of way.
In speaking with Unit 2 driver, he stated that he was traveling southbound on Williams Ave N through
the intersection of N 3rd St. Unit 2 driver stated that as he proceeded through the intersection, with a
green light, Unit 1 vehicle ran his red light and collided with the rear passenger side of his vehicle.
Unit 2 driver later showed me in-car dash camera footage showing him proceeding through the
intersection with a protected green light. I sent Unit 2 driver an Axon Community Link to upload the
video to Axon Evidence.
I observed significant front-end damage to Unit 1 vehicle and significant side damage (passenger
side rear wheel) of Unit 2 vehicle. All observed damaged was consistent with the version of events as
provided by both Unit 1 and Unit 2 drivers.
I took photographs of both vehicles and later uploaded them to Axon Evidence.
Bankers Tow was dispatched and removed Unit 2 vehicle from the scene. Unit 1 driver left the scene
in Unit 1 vehicle.
I provided each involved unit with a business card, case number and answered their remaining
questions.
I then cleared the scene.
