EG59577 CASE# 25-80667 OF COLLISION 12/13/25 17:13 OF CbLLI510N NARRATIVE 25-80667 Unless otherwise stated, the following occurred in the City of Renton, County of King, State of Washington. On 12-13-2025 at approximately 1713 hours I was dispatched to an injury, non-blocking, two vehicle collision at Amazon located at 1905 Raymond AVE SW. Upon arrival, I contacted the involved parties and determined that the collision occurred at the intersection of Raymond AVE SW at SW 19th ST. The driver of Unit#2 had complaints of back and neck pain. The driver of Unit#1 had no complaints of pain. The Renton Regional Fire Authority (RRFA) was on scene evaluating the driver of Unit#2. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he was traveling southbound on Raymond AVE SW approaching the stop sign at SW 19th ST. He said he was traveling under 20 MPH and was aware there was an upcoming stop sign. Unit#2 stopped abruptly in front of him at the stop sign and the driver of Unit#1 was unable to stop in time. Unit#1 rear ended Unit#2. Unit#1 sustained a scratch on the front of the vehicle in the center that is approximately 0.5 inches long. The driver of Unit#2 said he was stopped at the stop sign facing southbound on Raymond AVE SW at SW 19th ST. While he was stopped, Unit#1 rear ended him. The driver of Unit#2 said he felt neck and back pain. The RRFA medically cleared him on scene. The driver of Unit#2 said he wanted to be taken to the hospital and after discussing that with members of the RRFA, the driver of Unit#2 decided he would call a friend to come pick him up and transport him to the hospital. Approximately seven minutes after the RRFA cleared the scene, the driver of Unit#2 said he wanted an ambulance to take him to the hospital. The driver#2 had been walking around and did not appear to be incapable of taking himself to the hospital. I requested RRFA and a private ambulance respond. RRFA arrived on scene and after they talked with the driver of Unit#2 again, they advised me that he had changed his mind once he knew how much money it would cost. I asked the driver of Unit#2 to show me the damage on his vehicle. He pointed to his entire rear bumper. There was damage to the driver side rear bumper that appeared to be old because it was rusted. There was also damage to the passenger side of his rear bumper that appeared to be old. asked the driver to clarify if that was old damage and he said he didn't know. He pointed to a couple small scratches in the middle of his rear bumper that were not rusted and would be consist with where the damage would be based on being rear ended by Unit#1. 1 do not believe the damage to the rear driver side corner and rear passenger side corner were caused in this collision because Unit #1 would have had to have been severely angled to hit those areas. If the damage was fresh, there also would be rust. I took photos of all three areas of damage the driver pointed out and uploaded them to Axon. I find Unit#1 to be the proximate cause of the collision for inattentive driving. Renton Municipal Code 10-12-25 states, "It shall be a traffic infraction, subject to RCW 7.80.120(1)(a), for any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require." The driver of Unit#1 violated this when he was unable to stop in time when Unit#2 was stopped at the stop sign. I did not cite the driver of Unit#1.
