1. Description of Change:
This Change revises the location of Signal Pole 1 at the NE corner of Rainier Ave S and
Airport Way. This Change adds a PPB foundation and post at STA 33+49.8, 53.9’ RT.

i. Description:
Special Provisions 8-20.1 is supplemented with the following:
This work consists of exploratory excavation to determine a suitable location of
Signal Pole 1 and installation of a corrugated metal pipe to establish a secure
excavation for the foundation of Signal Pole 1 at the NE corner of Rainier Ave S and
Airport Way in the revised location provided in the response to RFI 285.
This work includes installing conduit and wire to the new PPB location (at the
original proposed location of Signal Pole 1 at STA 33+49.8, 53.9’ RT), constructing
and installing a PPB foundation, a PPB pole, and a PPB.
ii. Materials:
Special Provisions 8-20.2.
iii. Construction Requirements:
Add the following to Special Provision 8-20.3 as follows:
The Contractor shall perform exploratory excavation to identify a suitable
location for Signal Pole 1. Upon approval of the location, the Contractor shall
furnish and install Signal Pole 1 with a 48-inch diameter corrugated metal pipe
(CMP) form and foundation at STA 33+58.9, 50.2’ RT in accordance with the
location approved in the response to RFI #285 to provide the required
separation from the existing storm sewer pipe.

The Contractor shall install a PPB foundation, PPB pole, and PPB at the original
proposed location of Signal Pole #1 (STA 33+49.8 53.9' RT) and install a 2"
schedule 80 conduit and PPB wiring from the installed Type 8 junction box at
STA 33+66.19, 47.44’ RT to the new PPB foundation.
iv. Measurement:
Special Provisions 8-20.4 is supplemented with the following:
No unit of measurement shall apply to the force account item “Revisions to Signal
Pole #1 Location and Addition of PPB at NE Corner of Airport and Rainier.”
v. Payment:
Special Provisions 8-20.5 is supplemented with the following:
“Revisions to Signal Pole #1 Location and Addition of PPB at NE Corner of Airport
and Rainier,” force account.
c. Plans: No change.
2. Reason for Change:
This Change is needed to revise the location of Signal Pole 1 at the NE corner of Airport Way
and Rainier Ave S to resolve the conflict with the existing 48-inch diameter concrete storm
sewer pipe.
The relocation shifts the signal pole to STA 33+58.53, 51.13’ RT, which is approximately
11 feet north of the location shown in the Plans. The Plans showed the PPB mounted to
Signal Pole 1. Relocating the signal pole approx. 11 feet from the adjacent ADA ramps
places the PPB more than 5 feet from the associated curb ramp, exceeding the maximum
distance permitted by PROWAG Section R307.4.
This Change is required to furnish and install a separate PPB foundation, PPB pole, and PPB
at a location that complies with PROWAG accessibility requirements.
This Change creates a new pay item to compensate the Contractor for performing
exploratory excavation to identify a suitable location for Signal Pole 1. The new pay item
also compensates the Contractor for furnishing and installing conduit and wiring to the new
PPB location at the original proposed Signal Pole 1 location (STA 33+49.8, 53.9’ RT),
constructing a PPB foundation, installing a PPB pole, and installing a PPB.
3. Equitable Adjustment: This Change Order does include an equitable adjustment per
Section 1-09.4 of the 2022 WSDOT/APWA Standard Specifications. See attached.

77-A255: Revisions to Signal Pole #1 Location and Addition of PPB at NE Corner of Airport and
Rainier
An independent estimate was prepared for the cost of performing exploratory excavation to find
a suitable location for Signal Pole 1. The independent estimate also calculated the cost of
furnishing and installing conduit and wiring to the new PPB location, constructing and installing
a PPB foundation, a PPB pole, and a PPB. The cost was calculated to be $24,052.61 and has
been rounded to an estimated cost of $24,000.00.
4. Critical Path Extension of Time: The Time for Completion is extended 0 Working Days.
Affects DBE Work: Yes.
5. Sections 1-04.4 and 1-04.5 of the 2022 WSDOT/APWA Standard Specifications shall
govern this Change Order. The Work of the referenced Contract is modified to include the
changes detailed herein. The payment provided for herein shall constitute the complete
and final settlement for all costs of labor, equipment, materials, overhead, profit, permit
fees, and all other claims that may be made by the Contractor as a result of this change.

Airport signal pole 1 (NE corner of Rainier and Airport Way) on sheet 220 is in conflict with existing power as verified in
Appendix J Utility Conflict Pothole Plan pothole R54. It is unclear based on the plans if this power is to remain or be removed.
It seems this power may be related to existing signal systems and may be abandoned once the new signal system power is
live. Regardless of power abandonment, in order to move from existing signal system to the proposed system it will be
necessary to install signal pole 1 and the rest of proposed signal infrastructure before the existing signal can be
decommissioned. It may be necessary to shift this pole north or south. If shifting the pole is not possible it may be necessary
to temporarily reroute the existing power around this proposed signal pole location.
See attached photos of staked signal base and utility locate marks. Additionally based on plans and especially locate marks
the proposed signal base is in very close proximity to existing 48in sewer which has an OD closer to 60in. Please consider the
existing power and existing storm locations.
Please provide direction on where signal pole 1 shall be installed based on this existing power conflict/ 48in storm proximity
including if additional potholing/investigation is necessary. I
3/29/2024 Update: Pivetta potholed the power in conflict (shot with GPS) and attempted to pothole the storm 10' deep but
never found it. Based on storm elevation at CBs on either side of storm run it is estimated the storm in this area may be 13.60'
deep. Based on depth of storm does it make sense to switch to a shorter 4' signal base?
4/8/2024 Update: Pivetta completed potholing of existing 48 concrete storm pipe on 4/8/2024 and also found edge of CDF
that may be a duct bank. Potholes for existing power, 48in storm and the CDF are summarized on "Airport signal pole 1
pothole and GPS info REV" and are potholes 634, 650 and 651. The 48in storm centerline was approximately 2ft south of the
locate lines and is in conflict with the signal base at 10ft depth (see attached photo). Please provide solution based on
updated data.

On 5/7/2024, Pivetta/Goldengate hydro excavated to expose the north edge of the 48in storm and attempted to install a 4'
CMP at STA 33+58.53, 51.13' RT. Upon exposing the north edge there was less than the 6" of separation so the CMP was
shifted 1ft northwest of the STA 33+58.53, 51.13' RT to achieve 6" of separation from the 48in storm line. (Russell Owen
(Pivetta) received verbal approval from Jordan Howe (Perteet) to shift the base 1ft northwest in the field.

Pivetta may choose to install a 3' or 4' diameter CMP at STA 33+58.53, 51.13' RT immediately after potholing if there are no
utility conflicts. Please confirm the required minimum lateral clearance so we can ensure this is met when installing the CMP.
If the clearance between the storm pipe and STA 33+58.53, 51.13' RT pole base is less than the required clearance the next
question be can we shift the pole north slightly to achieve this clearance and install the CMP immediately after potholing.
Please evaluate how far the pole can be shifted north to achieve minimum clearance so the project team can make a call in
the field the same day and get the CMP installed after potholing.
1. Please confirm CMP can be installed at 33+58.53, 51.13' RT if there are no utility conflicts and minimum clearances with
storm pipe is achieved
2. Confirm minimum clearance between storm pipe and signal pole base
3. Evaluate how far north this signal pole can be shifted in order to achieve minimum clearance so Perteet/Pivetta can make a
field decision to shift pole

Please pothole at STA 33+58.53, 51.13' RT for a 4' diameter foundation, while doing this please locate the north edge of the
existing storm sewer pipe. If this location is found to be clear then direction will be provided related to the placement of a PPB
post at the original proposed pole location.

Please hydro excavate to find the north edge of the existing storm pipe due north of the proposed signal pole location. Once
the north edge of the existing storm pipe is found please pothole for a foundation with 1' of separation between the existing
storm pipe and the foundation.

On 4/8/2024 Pivetta potholed the existing 48 concrete storm pipe and also found some CDF in pothole. The 48in concrete
storm pipe was found at 10ft deep and is in conflict with proposed signal pole foundation. Based on the potholes provided and
conflicts with existing power and storm please provide a solution to this conflict so Pivetta can proceed with signal base
installation.

3/29/2024 Update: Pivetta potholed the existing power and short storm CBs and approximated storm location at signal pole.
Based on this information please provide direction on this signal pole design.

Please pothole the existing duct bank and the existing storm pipe to confirm if this proposed foundation will fit between these
existing utilities.

The following is documentation of an oral order given by the Engineer per WSDOT Specification 1-04.4.
The Contractor shall install a PPB foundation, PPB pole, and PPB at the original proposed location of Signal Pole #1 (STA 33+49.8 53.9' RT) and install a
2" schedule 80 conduit and PPB wiring from the installed Type 8 junction box to the new PPB foundation. This work will be tracked by force account and
paid as part of a future change order.
