Description of Change: This Change revises the location of Signal Pole 1 at the NE corner of Rainier Ave S and Airport Way. This Change adds a PPB foundation and post at STA 33+49.8, 53.9’ RT. a. Description: Special Provisions 8-20.1 is supplemented with the following: This work consists of exploratory excavation to determine a suitable location of Signal Pole 1 and installation of a corrugated metal pipe to establish a secure excavation for the foundation of Signal Pole 1 at the NE corner of Rainier Ave S and Airport Way in the revised location provided in the response to RFI 285. This work includes installing conduit and wire to the new PPB location (at the original proposed location of Signal Pole 1 at STA 33+49.8, 53.9’ RT), constructing and installing a PPB foundation, a PPB pole, and a PPB. ii. Materials: Special Provisions 8-20.2. iii. Construction Requirements: Add the following to Special Provision 8-20.3 as follows: The Contractor shall perform exploratory excavation to identify a suitable location for Signal Pole 1. Upon approval of the location, the Contractor shall furnish and install Signal Pole 1 with a 48-inch diameter corrugated metal pipe (CMP) form and foundation at STA 33+58.9, 50.2’ RT in accordance with the location approved in the response to RFI #285 to provide the required separation from the existing storm sewer pipe. "!#            Change Order No. 77 Contract Title: Rainier Ave S Corridor Improvements – Phase 4 Contract No. CAG-22-163 Page 3 of 11 Change Order Form – Revised 12/23/2025 The Contractor shall install a PPB foundation, PPB pole, and PPB at the original proposed location of Signal Pole #1 (STA 33+49.8 53.9' RT) and install a 2" schedule 80 conduit and PPB wiring from the installed Type 8 junction box at STA 33+66.19, 47.44’ RT to the new PPB foundation. iv. Measurement: Special Provisions 8-20.4 is supplemented with the following: No unit of measurement shall apply to the force account item “Revisions to Signal Pole #1 Location and Addition of PPB at NE Corner of Airport and Rainier.” v. Payment: Special Provisions 8-20.5 is supplemented with the following: “Revisions to Signal Pole #1 Location and Addition of PPB at NE Corner of Airport and Rainier,” force account. c. Plans: No change. 2. Reason for Change: This Change is needed to revise the location of Signal Pole 1 at the NE corner of Airport Way and Rainier Ave S to resolve the conflict with the existing 48-inch diameter concrete storm sewer pipe. The relocation shifts the signal pole to STA 33+58.53, 51.13’ RT, which is approximately 11 feet north of the location shown in the Plans. The Plans showed the PPB mounted to Signal Pole 1. Relocating the signal pole approx. 11 feet from the adjacent ADA ramps places the PPB more than 5 feet from the associated curb ramp, exceeding the maximum distance permitted by PROWAG Section R307.4. This Change is required to furnish and install a separate PPB foundation, PPB pole, and PPB at a location that complies with PROWAG accessibility requirements. This Change creates a new pay item to compensate the Contractor for performing exploratory excavation to identify a suitable location for Signal Pole 1. The new pay item also compensates the Contractor for furnishing and installing conduit and wiring to the new PPB location at the original proposed Signal Pole 1 location (STA 33+49.8, 53.9’ RT), constructing a PPB foundation, installing a PPB pole, and installing a PPB. 3. Equitable Adjustment: This Change Order does include an equitable adjustment per Section 1-09.4 of the 2022 WSDOT/APWA Standard Specifications. See attached. The independent estimate also calculated the cost of furnishing and installing conduit and wiring to the new PPB location, constructing and installing a PPB foundation, a PPB pole, and a PPB. The cost was calculated to be $24,052.61 and has been rounded to an estimated cost of $24,000.00. 4. Critical Path Extension of Time: The Time for Completion is extended 0 Working Days. Affects DBE Work: Yes. 5. Sections 1-04.4 and 1-04.5 of the 2022 WSDOT/APWA Standard Specifications shall govern this Change Order. The Work of the referenced Contract is modified to include the changes detailed herein. The payment provided for herein shall constitute the complete and final settlement for all costs of labor, equipment, materials, overhead, profit, permit fees, and all other claims that may be made by the Contractor as a result of this change. 6. It is unclear based on the plans if this power is to remain or be removed. It seems this power may be related to existing signal systems and may be abandoned once the new signal system power is live. Regardless of power abandonment, in order to move from existing signal system to the proposed system it will be necessary to install signal pole 1 and the rest of proposed signal infrastructure before the existing signal can be decommissioned. It may be necessary to shift this pole north or south. If shifting the pole is not possible it may be necessary to temporarily reroute the existing power around this proposed signal pole location. See attached photos of staked signal base and utility locate marks. Additionally based on plans and especially locate marks the proposed signal base is in very close proximity to existing 48in sewer which has an OD closer to 60in. Please consider the existing power and existing storm locations. Please provide direction on where signal pole 1 shall be installed based on this existing power conflict/ 48in storm proximity including if additional potholing/investigation is necessary. I 3/29/2024 Update: Pivetta potholed the power in conflict (shot with GPS) and attempted to pothole the storm 10' deep but never found it. Based on storm elevation at CBs on either side of storm run it is estimated the storm in this area may be 13.60' deep. Based on depth of storm does it make sense to switch to a shorter 4' signal base? 4/8/2024 Update: Pivetta completed potholing of existing 48 concrete storm pipe on 4/8/2024 and also found edge of CDF that may be a duct bank. Potholes for existing power, 48in storm and the CDF are summarized on "Airport signal pole 1 pothole and GPS info REV" and are potholes 634, 650 and 651. The 48in storm centerline was approximately 2ft south of the locate lines and is in conflict with the signal base at 10ft depth (see attached photo). Please provide solution based on updated data.
