RE-NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) AND PUBLIC HEARING
A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes
the application and the necessary Public Approvals. A virtual/telephonic public hearing will be held before the Renton Hearing Examiner by means of the Zoom video conferencing web application
which includes a phone-in option. To receive notice of when the hearing is scheduled, please complete the form at the bottom of this notice requesting to become a party of record. The
public is highly encouraged to attend the meeting by using one of the methods listed below.

PROJECT DESCRIPTION: The applicant is requesting Hearing Examiner Site Plan Review, Environmental (SEPA) Review, a Hearing Examiner Conditional Use Permit (CUP) a Modification to the
Residential Mixed-Use Development Standards, and a Modification to the Attached Dwelling Unit Minimum Standards for the construction of Phase IV of the Vision House project. The project
site totals approximately 53,578 square feet in area and is located within the Commercial Arterial (CA) zone, Urban Design District D, and the Commercial Mixed-Use (CMU) Comprehensive
Plan Land Use Designation. The proposal includes the construction of a three-story, approximately 54,511 square foot, mixed-use building with below grade parking, a daycare and program
space for Vision House on the first floor and 24 transitional residential dwelling units on the second and third floors. The dwelling units would range in size from 873 square feet to
1,079 square feet. Additional surface parking is also proposed on the exterior of the building along the western side of the building and the eastern property line. Access to the site
would be provided through the existing surface parking lot for the existing Vision House development on the parcels to the west of the project site. A total of 36 parking spaces would
be provided within the parking garage and 30 surface parking spaces would be provided onsite. A modification to the Residential Mixed-Use Development Standards has been requested to
reduce the required eighteen-foot (18') floor-to-ceiling height and fifteen-foot (15') clear height to a minimum floor-to-ceiling height of eleven foot, ten inches (11'-10”), and a minimum
clear height of approximately ten feet (10'). A modification to the Attached Dwelling Unit Minimum Standards is requested to reduce the minimum required dwelling unit size from 800 square
feet for a 2-bedroom unit and 1,000 square feet for a 3-bedroom unit to 750 square feet for a 2-bedroom unit and 950 square feet for a 3-bedroom unit. A modification is also requested
to reduce number of bathrooms required for a 3-bedrooom unit from one and three-quarters (1-3/4) bathrooms to one full bathroom. Sensitive slopes are mapped on the project site, additionally
a wetland is mapped off-site to the southeast and a stream is mapped off-site to the south unit.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that probable significant environmental impacts from the proposed
project can be mitigated. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-M is likely to be issued.
Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination
of Non-Significance-Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of
the DNS-M.

The project will be subject to the City’s SEPA ordinance, RMC 4-2-120A and other applicable codes and regulations as appropriate.
Proposed Mitigation Measures:
The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations
as cited above.
Construction on the project site shall comply with the recommendations of the submitted Geotechnical Report, prepared by Terra Associates, Inc., dated April 15, 2022, and any future
addenda.
The applicant’s geotechnical engineer shall submit a sealed letter stating that he/she has reviewed the construction permit plans and in their opinion the plans and specifications meet
the intent of the report(s).
The applicant’s geotechnical engineer shall provide notes on the construction plans identifying when on-site geotechnical engineer supervision of construction events is recommended.
The applicant shall submit an Inadvertent Discovery Plan prepared by a qualified professional with the Civil Construction Permit for review and approval by the Current Planning Project
Manager prior to permit issuance. The applicant shall provide notification to Tribes’ cultural committee prior to the start of construction.
