2. THE CONTRACTOR IS SPECIFICALLY CAUTIONED THAT THE LOCATION AND/OR ELEVATION OF EXISTING UTILITIES, AS SHOWN ON THESE PLANS, IS BASED ON
RECORDS OF THE VARIOUS UTILITY COMPANIES AND, WHERE POSSIBLE, MEASUREMENTS TAKEN IN THE FIELD. THE INFORMATION IS NOT TO BE RELIED UPON AS
BEING EXACT OR COMPLETE. THE CONTRACTOR MUST CALL THE LOCAL UTILITY LOCATION CENTER AT LEAST 48 HOURS BEFORE ANY EXCAVATION TO REQUEST
EXACT FIELD LOCATIONS OF EXISTING UTILITIES. THE CONTRACTOR SHALL VERIFY PERTINENT LOCATIONS AND ELEVATIONS, ESPECIALLY AT THE CONNECTION

RENTON INSPECTOR AT LEAST 48 HOURS PRIOR TO THE START OF ANY EARTH DISTURBING ACTIVITY OR CONSTRUCTION ON ANY AND ALL PUBLIC IMPROVEMENTS IF
REQUIRED.
4. THE CONTRACTOR SHALL COORDINATE AND COOPERATE WITH THE CITY OF RENTON AND ALL UTILITY COMPANIES WITH REGARD TO RELOCATIONS OR
ADJUSTMENTS OF EXISTING UTILITIES DURING CONSTRUCTION, TO ASSURE THAT THE WORK IS ACCOMPLISHED IN A TIMELY FASHION, AND WITH A MINIMUM
DISRUPTION OF SERVICE. THE CONTRACTOR SHALL BE RESPONSIBLE FOR CONTACTING ALL PARTIES AFFECTED BY ANY DISRUPTION OF ANY UTILITY SERVICE.
5. THE CONTRACTOR SHALL HAVE ONE (1) SIGNED COPY OF THE APPROVED PLANS, ONE (1) COPY OF THE APPROPRIATE STANDARDS AND SPECIFICATIONS, AND
ONE (1) COPY OF ANY PERMITS AND EXTENSION AGREEMENTS NEEDED FOR THE JOB ON-SITE AT ALL TIMES.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL ASPECTS OF SAFETY INCLUDING, BUT NOT LIMITED TO: EXCAVATION, TRENCHING, SHORING, TRAFFIC
CONTROL, AND SECURITY.
7. IF, DURING THE CONSTRUCTION PROCESS, CONDITIONS ARE ENCOUNTERED BY THE CONTRACTOR, HIS SUBCONTRACTORS, OR OTHER AFFECTED PARTIES
WHICH COULD INDICATE A SITUATION THAT IS NOT IDENTIFIED IN THE PLANS OR SPECIFICATIONS, THE CONTRACTOR SHALL CONTACT THE ENGINEER IMMEDIATELY.
8. ALL REFERENCES TO ANY PUBLISHED STANDARDS SHALL REFER TO THE LATEST REVISION OF SAID STANDARD, UNLESS SPECIFICALLY STATED OTHERWISE.
9. FOR WORK AFFECTING PUBLIC ROADWAYS OR IF REQUIRED BY THE CITY OF RENTON, THE CONTRACTOR SHALL SUBMIT A TRAFFIC CONTROL AND PHASING
PLAN IN ACCORDANCE WITH M.U.T.C.D. FOR APPROVAL. PRIOR TO ANY CONSTRUCTION ACTIVITIES WITHIN OR AFFECTING THE RIGHT-OF-WAY, THE CONTRACTOR
SHALL BE RESPONSIBLE FOR PROVIDING ANY AND ALL TRAFFIC CONTROL DEVICES AS MAY BE REQUIRED BY SAID PLANS. PRIOR TO INSTALLATION A
PRECONSTRUCTION CONFERENCE SHALL BE HELD WITH THE CITY OF RENTON.
10. THE CONTRACTOR IS RESPONSIBLE FOR PROVIDING ALL LABOR AND MATERIALS NECESSARY FOR THE COMPLETION OF THE INTENDED IMPROVEMENTS SHOWN
ON THESE DRAWINGS OR DESIGNATED TO BE PROVIDED, INSTALLED, CONSTRUCTED, REMOVED OR RELOCATED UNLESS SPECIFICALLY NOTED OTHERWISE.

13. DIMENSIONS FOR LAYOUT AND CONSTRUCTION ARE NOT TO BE SCALED FROM ANY DRAWING. FOR ADDITIONAL INFORMATION CONTACT THE ENGINEER FOR
CLARIFICATION AND NOTE ON THE RECORD DRAWINGS.
14. ALL EROSION AND SEDIMENT CONTROL (E.S.C.) MEASURES SHALL BE INSTALLED AT THE LIMITS OF CONSTRUCTION PRIOR TO GROUND DISTURBING ACTIVITY.

CableCom LLC has been contracted to design and engineer this project on behalf of Comcast Cable
Communications Management. Comcast is applying for a variance request to upgrade its existing
facilities.
Comcast proposed to –CONSTRUCTION TO CONSIST OF TYING INTO EXISTING COMCAST PEDESTAL
NEAR 2601 NE 4TH ST. PROOF/PULL NEW 48CT FIBER THROUGH EXISTING CONDUIT AND RISER, THEN
OVERLASH NEW 48CT FIBER ALONG EXISTING COMCAST STRAND. UPGRADE EXISTING COMCAST
VAULT, AERIAL SPLICE CASE, AND PEDESTALS IN PROPOSED LOCATIONS. ACCESS EXISTING COMCAST
VAULT, POWER SUPPLY, AERIAL SPLICE CASES, AND PEDESTALS IN PROPOSED LOCATIONS. REPLACE
EXISTING COMCAST AERIAL SPLICE CASES AND PLACE NEW COMCAST AERIAL SPLICE CASES IN
PROPOSED LOCATIONS. ALL CONSTRUCTION AND RESTORATION TO MEET OR EXCEED CITY OF
RENTON STANDARDS.
1 Installation of undergrounding facilities will increase the total cost of construction by roughly 7-10
times the amount of an aerial over-lash on the existing Comcast strand.
1.Risk of potential damage to underground facilities will be increased.
2.3 Over lash will not cause a substantial adverse impact on other persons or entities in the
immediate area. Over lashing the cable will be accomplished in a few days, and the residents
will not notice any impact. Comcast will clean up the over-lashed spans as necessary and
identify and remove any existing dead cables along this route.
3.The variance is necessary to prevent any undue hardship due to the increased construction
costs if forced to install the proposed extension underground.
4.The granting of the variance will not be materially detrimental to the public welfare. Comcast
does agree to participate in future underground improvements for its proportionate share of
the undergrounding costs, waiving the obligation into the future when all other utilities are
undergrounded to prevent an undue hardship against Comcast currently.
Upon the granting of the variance, Comcast will coordinate construction and traffic control as per your
requirements. Comcast and their contractors want to cooperate at the highest level and agree to adhere
to all provisions and requirements set forth by the City of Renton to ensure the safe installation and
maintenance of the proposed facilities.

SUBJECT: Request for Undergrounding Exemption (JB#2416362, MFP26000387, 2501 NE 4th St)
Dear Mrs. Ihlenfeldt:
The City of Renton has reviewed your request to grant Comcast an exemption from Renton Municipal Code (RMC)
4-6-090(C) which states that all new electrical or communication facilities shall be required to be installed
underground, pursuant to the standards of the section of RMC.
Comcast proposes to have Cablecom LLC overlash new fiber for a total of approximately 2138 lineal feet to existing
Puget Sound Energy (PSE) poles along NE 3rd St and NE 4th St within the City. See the enclosed Site Plan showing
the proposed overlashing limits.
ANALYSIS: The City has considered the request for an exemption from RMC 4-6-090. Ordinance 5720 grants
Comcast, the right to install fiber optic cable and related appurtenances under, along, over, below, through and
across the streets, avenues and alleys of City of Renton within the right-of-way of Renton. Section 3.4 of the
franchise ordinance states that if all of the distribution lines all the wireline service providers, such as
telecommunications service providers, as defined in RCW 35.99.010, a utility service provider or a Cable Operator
(collectively “Service Providers”) in any portion of the Franchise Area are underground, Grantee shall place its
Cable System’s distribution cables underground within that area; provided that such underground locations are
actually capable of accommodating Grantee’s cable and other equipment without technical degradation of the
Cable Systems’ signal quality.
The proposal would utilize existing poles with other attached franchisee communication facilities and overlash to
the existing Comcast aerial path. As minimum vertical height clearance of 15’-6” would need to be provided for,
any existing obsolete cable will need to be removed; staff recommends these as conditions of approval.
Therefore, the City is granting an exemption with conditions, per the Comcast franchise agreement which allows
new overhead facilities to be placed overhead provided there are other similar providers overhead as well.
Comcast is required to obtain all necessary private utility easements for work on private property.
DECISION: The requested exemption from underground utility installation requirements RMC4-6-090 (C) as
requested by the applicant is approved with conditions subject to the conditions below as the request complies
with the Comcast Franchise Agreement.

along with the required appeal fee, by 5:00 pm, June 22, 2026. Appeals must be submitted electronically to the
City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The
appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is
submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance Department.
Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal
process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
