Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Mariah Kerrihard, 425-430-7238, mkerrihard@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. See Attached Fire Authority Memo dated May 18, 2026 Docusign Envelope ID: 829F9951-CF2A-8CD2-813D-E44836C630DC DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: May 19th, 2026 TO: Mariah Kerrihard, Planner FROM: Huy Huynh, Civil Engineer II SUBJECT: Fun Box 601 S Grady Way LUA26-000146 -I have reviewed the application for the Fun Box located at 601 S Grady Way and have the following comments: EXISTING CONDITIONS The site is comprised of existing parcel 1923059043, is approximately 425,345 square feet in size and is irregular shape. There are multiple commercial/mixed use buildings. The site is fronted by S Grady Way to the North, commercial buildings to the West and East, and S Renton Village Pl to the South WATER: The proposed development is within the City’s water service area and in the Valley 196 Pressure Zone. There is an existing 8-inch cast iron water main located on the West side of the building running North/south within the parking lot aisle that can deliver 2,500 gallons per minute (GPM) (see record drawing W-02360B). There is an existing 6” cast iron water main located on the East side of the building running North/South within the delivery/fire drive aisle that can deliver 1,400 gpm. (see record drawing W-02360B). There is an existing 10” ductile iron water main located North of the building that can deliver a maximum capacity of 2,220gpm (see record drawing W-211402). The system loops to the existing 12” ductile iron main along Renton Village Access Rd and S Renton Village Pl. (see record drawing W-055602 and W-211401). There is one existing 1-inch domestic water meter and water lateral serving the existing building for the proposed TI (facility ID number MTR-017089 and LAT-020338). SEWER: The proposed development is within the City’s sewer service area. There is an existing private 8- inch gravity wastewater main located on the west side of the property (record drawing S- 007901). There is an existing 8-inch gravity wastewater main located in S Renton Village Pl (record drawing S-334304). There is an existing 18-inch concrete sewer main located in the South side of the property (no record drawing). STORM: The site is generally flat. There is an existing private 42-in stormwater main located on property (no record drawing). There is an existing 8-in stormwater main located in S Grady Way (record drawing R-131104) . STREETS: The proposed development fronts S Grady Way along the North property line. S Grady Way is is classified as a principal arterial with an existing right-of-way (ROW) with varying width of approximately 90 feet to 113.89 according to the King County Assessor Map. The proposed development fronts S Renton Village Pl along the South property line with an existing right-of- way (ROW) width of 60 feet according to King County Assessor Map. WATER COMMENTS 1. Based on the reviews of project information submitted for the land-use meeting, Renton Regional Fire Authority has determined that the preliminary fire flow demand and fire hydrant requirement for the proposed project is unchanged. There is an existing 8” DCDA and fire line serving the entire building (MTR-016771 and LAT-021966). The existing fire sprinkler system would be adequate for the new proposed use. a. Installation of “Storz” adapter on the existing hydrants if they are not already equipped with one. b. Installation of a Reduced Pressure Backflow Assembly (RPBA) is required for installation downstream of the existing water meter in an above grade heated enclosure meter per COR std Plan 360.1. the RPBA may be located inside the building if a drainage outlet for the relief valve is provided, and the location is pre-approved by the City Plan Reviewer and Water Utility Department i. Applicant to submit revised site plan showing the RPBA at the time of building permit. c. Installation of a double check valve assembly (DCVA) per City std plan 340.8 is required for an irrigation meter, if applicable. i. Applicant to submit site plan showing the DCVA at the time of building permit. If applicable. 2. The development is subject to applicable water system development charges and meter installation fees based on the size of the water meters. Current fees can be found in the 2026 Development Fees Document on the City’s website. Fees will be charged based on the rate at the time of Civil Construction Permit issuance. a. The SDC fee for water is based on the size of the new domestic water to serve the project. The current water fee is $5,025 per 1-inch meter. a. Water service installation charges for each proposed domestic water service are applicable. Water Service installation is $2,875 per 1-inch service b. Drop-in meter fee is $460 per 1-inch meter. c. Sewer service is being provided by City of Renton a. Dumpster/recycling areas are required to be covered and will need to direct drainage to the sanitary sewer system through an oil/water interceptor. The current dumpster configuration behind the building at the tenant location does not meet this requirement. i. Applicant to submit revised site plan showing a covered dumpster/recycling areas connecting to the sanitary sewer system through an oil/water interceptor at the time of building permit. b. Applicant did not make clear whether cooking and food preparation will occur onsite. Depending on the type of food preparation to occur, commercial-grade sinks need to be directed to a grease interceptor(s) prior to connecting into the City’s Sanitary Sewer system if it is determined that the nature of the food preparation contains high quantities of fats, oils and greases (FOG). The grease interceptor shall be sized in accordance with standards found in the latest edition of the Uniform Plumbing Code (UPC). The grease interceptor shall drain by gravity to the sewer main and shall be located so that it is accessible for routine owner maintenance. i. According to the submitted plan at land use, a commercial kitchen is not being proposed; therefore, a grease interceptor is not required. 2. As the existing sewer service will be reused no sewer system development charges are applicable unless the water meter is upsized. STORM DRAINAGE COMMENTS 1. The proposed project is a tenant improvement; therefore, stormwater improvements and stormwater system Development Charge is not applicable. TRANSPORTATION/STREET COMMENTS 1. Frontage improvements are required for all new construction with valuation in excess of $175,000. The proposed development fronts S Grady Way along the North property line, Renton Village Pl along the South property line. a. Per RMC 4-6-060.D, frontage improvements are exempt for the proposed project, as the scope of work consists solely of an interior remodel and does not include a building addition. 2. An accessible route of travel meeting American’s With Disabilities Act’s requirements (ADA) from the public right of way to the working facilities is required and will be reviewed in conjunction with the building permit submittal. The existing onsite ADA parking and landings will also be reviewed. Additional parking spaces, restriping and ramps may be required. a. Applicant shall submit revised site plan showing an accessible route of travel meeting ADA requirements as part of building permit. 3. In accordance with the submitted traffic memo provided with the landuse application, the proposed use is estimated to result in a reduction in weekday PM peak hour trips; therefore, a traffic study and traffic impact fees for the project’s proposed change in use is not applicable. a. The fees that are current at the time of the respective permit issuance will be levied. Please see the City of Renton website for the current fee schedule. 2. All civil plans shall conform to the current City of Renton survey and drafting standards. Current drafting standards can be found on the City of Renton website. 3. A separate plan submittal will be required for a construction permit for utility work and street improvements. All plans shall be prepared by a licensed Civil Engineer in the State of Washington. 4. Please see the City of Renton website for the Construction Permit Application and Construction Permit Process and Submittal Requirements. Please contact the City to schedule a construction permit intake meeting. 5. All utility lines (i.e. electrical, phone, and cable services, etc.) serving the proposed development must be underground in accordance with RMC 4-6-090. The construction of these franchise utilities must be inspected and approved by a City of Renton inspector. 6. Retaining walls that are 4’ or taller from bottom of footing and stormwater detention vaults will require a separate building permit. Structural calculations and plans prepared by a licensed engineer will be required as part of the building permit review. 7. Paving and trench restoration within the City of Renton right of way shall comply with the City’s Trench Restoration and Street Overlay Requirements. 8. Adequate separation between utilities as well as other features shall be provided in accordance with code requirements. a. 7-feet minimum horizontal and 1-foot vertical separation between storm and other utilities is required with the exception of water lines which require 10- feet horizontal and 1.5-feet vertical. b. The stormwater line should be minimum 5 feet away from any other structure or wall or building. c. Trench of any utility should not be in the zone of influence of the retaining wall or of the building. Fire impact fees do not apply to this change of use as the new use is less than the previous use. Fire Code Comments: 1. No fire flow or fire hydrant requirement changes for this proposed change of use. 2. The proposed change of use would trigger the installation of an approved fire alarm system as the change of use exceeds the city threshold of 3,000 square feet. The existing fire alarm system monitors the fire sprinkler system and does not meet the present fire code requirements. The existing buildings fire sprinkler system would be adequate for the new proposed use. The existing fire sprinkler system may need to be altered and/or updated depending on the proposed new structures/walls installed for the new use. Separate plans and permits are required for the installation of the new fire alarm and any fire sprinkler systems required changes.
