SUBJECT: Administrative Report
New restrictions by the Chinese government on what recyclables may be imported
into their country were implemented January 1, 2018. The ban, known as the
National Sword, is focused on reducing the amount of contaminated materials
imported to China. Materials most likely to be impacted are low‐grade mixed
plastics and mixed waste paper. These restrictions may have impacts on
Washington state’s residential and commercial recycling programs, including
Renton’s recycling program. At this time, local cities and King County are partnering
to monitor the situation and develop strategies to improve the marketability of local
recycled materials to ensure the health of our programs.
The Solid Waste Utility is launching the “Bring Your Own Bag (BYOB)” campaign in
efforts to reduce plastic bag use and litter throughout the city. The public is
encouraged to bring reusable bags when shopping and complete an online survey
about plastic bag use. The survey is available at rentonwa.gov/plasticbag through

Join Renton Police Officers at one of the Coffee with a Cop events. The mission of
Coffee with a Cop is to break down barriers between police officers and the citizens
they serve by removing agendas and allowing opportunities to ask questions, voice
concerns, and get to know the officers in your neighborhood. The next Coffee with a
Cop will take place on Saturday, April 14th from 10:00 a.m. to 12:00 p.m. at
Starbucks, 4637 NE Sunset Boulevard, Renton, WA 98056.

Monday, April 9th through Wednesday, April 11th. North 3rd Street will be
reduced to one lane between Garden Avenue North and Park Avenue North due
to the construction of Sartori Elementary School. Questions may be directed to

Monday, April 9th through Friday, April 13th, 8:30 a.m. to 4:45 p.m. North 4th
Street will be reduced to two lanes between Garden Avenue North and Park
Avenue North due to the construction of Sartori Elementary School. Questions

Monday, April 9th through Friday, April 13th, 9:00 a.m. to 3:00 p.m. Possible
single lane closure at the intersection of SW 41st Street and East Valley Road for
construction at Valley Medical Center. Questions may be directed to Tom Main

Monday, April 9th through Friday, April 13th, 7:00 a.m. to 5:00 p.m. Harrington
Avenue NE between NE 7th Street and NE 8th Place will have flaggers during
pavement restoration associated with the Harrington Avenue Green Connector
Project. Drivers are cautioned to expect delays for the duration of this pavement

Monday, April 9th through Friday, April 13th, 9:00 a.m. to 2:30 p.m. Expect
intermittent lane closures and traffic delays along Talbot Road South (SR 515)
related to the I‐405/SR 167 Interchange Direct Connector Project.
In addition, northbound and southbound nighttime lane restrictions and closures
along SR 167 and I‐405 are also scheduled this week related to the project.

construction traffic due to the construction of Sartori Elementary School at the

Monday, April 9th through December 2018. Road closure on South 14th Street
between Smithers Avenue South and Davis Avenue South for utility construction.

Monday, April 9th through October 2019. The Renton Hill Utility Replacement
Project has commenced with anticipated completion in May 2019. Following
completion of the utility project, an overlay of the affected surface streets will be
conducted as part of the 2019 overlay project. The overlay is scheduled to be
completed prior to October 31, 2019.
