Proclamation
City Council
Whereas,Jay has served the City of Renton for over 28 years, including more that 1100 city
council meetings the first of which was on his birthday in 1990; and
Whereas,Jay worked tirelessly to "herd the cats" and help create the City's first Business Plan and
every update since; and
Whereas,while golfing, instead of counting strokes, Jay handicaps his golf game by counting the
number of golf balls he finds versus the number of golf balls he loses in a round; and
Whereas,Jay considers golfing to be a "good time with good friends" . . . and Rich Zwicker; and
Whereas, many Monday evenings Jay left city hall to rescue Bob Edwards from his broken-down
Jeep Wagoneer to bring him to his council meetings; and
Whereas, no matter what the time, Jay was almost always the last one to turn the lights off at city
hall; and
Whereas,Jay supplied staff and council with a portion of his first potato harvest every year with
instructions to leave the dried mud intact until ready to use, and
Whereas,Jay was always the first one to show up at the City's Arbor Day Celebration every year,
dig the biggest hole, and then proceed to show everyone how to plant the trees; and
Whereas,the quiet in the office will seem more pronounced without the sound of Jay's "run-
stomp" as he races to his next meeting; and
Whereas,Jay was one of the leaders in getting Communities in Schools and the Renton
Community Foundation started in Renton; and
Whereas,Jay was part of the team that worked diligently to bring IKEA and The Landing to our
city; and
Whereas,the words most often used to describe Jay are "outstanding speaker and emcee", "a
real 'people person', "good listener", and "problem solver"; and
Whereas,Jay has never been one to take credit, but is always willing to take the "blame"; and
Whereas,Jay is always quick to smile and enjoy a good laugh and the word "No" is not in Jay's
vocabulary when someone needs help and support;

NOw, therefore,We, The Renton City Council, do hereby proclaim April 23, 2018 to be
Yay Covington Day
in the City of Renton, and we encourage all citizens to join us in this special observance.
In witness whereof we have hereunto set our hands and caused the seal of the City of Renton to
be affixed this 23rd day of April, 2018.
