INSTALLATION (LEGACY SQUARE – AREA 3)
THIS AMENDMENT, dated for reference purposes only as May 7, 2026, is by and between the
City of Renton (the “City”), a Washington municipal corporation, and Urban ArtWorks
(“Consultant”), a Washington State Nonprofit corporation. The City and the Consultant are
referred to collectively in this Amendment as the “Parties.” Once fully executed by the Parties,
this Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-26-059, dated
February 20, 2026, to provide necessary services for the installation of public art at Legacy
Square, Area 3 (commonly called “ground art” and “stage doors”) (referred to herein as the
“Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work and change the
compensation in order to address interim art installation and review public art.
NOW THEREFORE, It is mutually agreed upon that CAG-26-059 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to modify the work as specified in
Exhibit A-1, which is attached and incorporated herein.
2. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $8,549.85 from $30,000 to
$38,549.86, including applicable state and local sales taxes. The additional compensation
shall be paid based upon Work actually performed according to the rate(s) or amounts
specified in Exhibit A-1 ,which is attached and incorporated herein.
3.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date
last signed by the Parties below.

Scope of Work (Amendment 1)
Project: Legacy Square Area 3 – Ground Plane and Stage Door Mural
Artist/Contractor: Urban ArtWorks, in collaboration with Toka Valu or other selected artist,
artist
Project Overview
Project 1: (Stage Door Installation)
Urban ArtWorks will install City-designed artwork consistent with City branding on the
stage doors in a manner substantively the same as presented in the proposal submitted
and referenced below. Coordination with scheduling will be through City representatives,
and dependent on site-speciƱc construction and activation schedules.
Project 2:
Urban ArtWorks, in collaboration with muralist Toka Valu or another selected artist, will
design and install site-responsive artwork for Legacy Square Area 3, including both the
ground plane and stage doors based on the proposal submitted by Urban ArtWorks in
response to the City’s RFQ for Legacy Square Area 3 (included below). The artwork will
reƲect the ЊLegacy in MotionЋ theme and celebrate Renton’s diversity, energy, and
community spirit. The art will serve as a dynamic visual marker for Legacy Square,
activating the space as a welcoming hub for community engagement. Scheduling for
installation will be coordinated through City representatives and dependent on site-
speciƱc construction and activation schedules, as well as approval for Ʊnal selection of art
through the City Council process as needed,
Scope of Work
x Design Phase
o PROJECT 1:
City to provide brand-consistent design for installation on stage doors
o PROJECT 2:
Collaborate with the City of Renton, Arts Commission, and project
stakeholders to develop initial design concepts for the ground plane and
stage doors.
Incorporate community feedback where feasible.
Present design concepts for approval by the Renton Arts Commission
and the City’s permitting process (including any art exemption reviews
required per code RMC 4-9-160).
ReƱne the approved design for fabrication and installation.

x Production and Installation Phase
o Prepare all surfaces for mural application, ensuring proper priming and
adherence to site safety standards.
o Execute the approved mural design on the ground plane and stage doors using
durable, site-appropriate materials when approved artwork is provided.
o Ensure the artwork is completed in a professional manner and aligns with
project speciƱcations for quality, durability, and aesthetic intent.
o Coordinate and schedule preparation and installation with city staƯ to provide
for artists and volunteers to access and work at the site with the other
contractors.
o At the end of each day work is performed, materials shall be removed from the
site upon the departure of artists. City staƯ may allow certain materials or
equipment to remain on site if removal at the end of each workday is deemed
unreasonable (e.g., scaƯolding), provided that the city shall not be held liable for
any damage or theft of said materials/equipment.
o Any materials (e.g., paint) that are spilled or otherwise applied to any surface not
intended for artwork shall be promptly and eƯectively removed to remediate said
surfaces to their prior condition.
o Artists shall provide their own means for cleaning application tools (e.g.,
paintbrushes) and ensuring surfaces not intended for artwork are maintained in
their original condition (e.g., tarps, drop cloths, painters’ tape, etc.).
o While on site, artists shall remain in their designated areas, as determined and
delineated by city staƯ.
o Artists and their volunteers shall sign liability waivers provided by the city. No
minors shall be allowed on site.
o Any scaƯolding or other equipment necessary for artists to apply artwork shall
be approved by city staƯ. Any such equipment shall be provided by the artist(s)
and used at their own risk.
o At the discretion of city staƯ As required by applicable laws or regulations,
artists shall wear personal protective equipment (PPE) if conditions warrant
such gear.
x Deliverables
o Approved Ʊnal design concept(s) for ground plane and stage doors.
o Fully installed mural on all designated surfaces.
o Documentation of completed mural, including high-resolution images and any
maintenance recommendations.

x Maintenance Expectations
o Provide written maintenance plan
o Ensure materials and coatings are UV- and weather- , and graƯiti-resistant
wherever possible.
o Guidance for touch-ups/repairs within 6–12 months
o Documentation of materials and colors for future care
x Reference to Proposal
o The Ʊnal design and installation shall be consistent with the approach described
in the proposal submitted by Urban ArtWorks in response to the RFQ. Any
signiƱcant deviations from the submitted proposal require prior written approval
from the City.
x Schedule
o Design Phase: March 1–31, 2026. Artist shall develop and submit a complete art
concept, including images, materials speciƱcations, and any required
installation details.
o Review and Approval: On or before April 7, 2026. Final art concept is subject to
review and approval by the Renton Municipal Arts Commission and any other
required City approvals, including permitting, as applicable. No fabrication or
installation shall begin prior to written authorization from the City.
o Installation Phase: April 15–May 31, 2026 (anticipated). Installation shall occur
only after receipt of all required approvals and permits. Final schedule shall be
coordinated with the City and is subject to site readiness and weather
conditions.
x Compensation (+ applicable sales tax totalling $7,210.00)
o Project 1 production and installation: $ 5,459.85
o Design phase Project 2 fee: $10,000
o Installation phase Project 2 fee: $20,000
o Total contract value: $30,000 $38,549.85
