NARRATIVE
26-4409
On 06/07/2026 at approximately 0417 hours, Renton Police Department Officers were dispatched to
an Accident at 16425 116th PL SE, within the City of Renton, County of King, State of Washington.
The reporting party, identified by his WADOL as Felix O. Ouk (04/25/1997), contacted ValleyCom to
report that a vehicle had driven through his fence and into the rear of his residence. The vehicle was
later identified as a 2026 Mazda CX-50 (WA Plate CFX3918), registered to PV Holding Corporation, a
subsidiary of the Avis and Budget rental vehicle companies.
Officer's Note: 1 responded to this incident while employed as a uniformed Patrol Officer for the City of
Renton. I was enroute to my assigned station and had not yet obtained my department-issued body
worn camera (BWC) when dispatched. BWC footage is available from other Officers who responded
to the scene.
Upon arrival, I assumed responsibility as the primary investigating Officer. The residence at 16425
116th PL SE faces east, with the rear of the property bordering 116th Ave SE. I arrived in the 16500
block of 116th Ave SE and immediately observed extensive damage to the fence bordering the east
side of 116th Ave SE. I also observed damage to the fence belonging to the residence at 16410
116th PL SE, which faces southeast and likewise borders 116th Ave SE. A paved pedestrian
walkway separates the two properties.
East of the damaged fencing, I observed the Mazda CX-50 stopped against the northwest deck
support beam of the residence at 16425 116th PL SE. The vehicle's tail lamps and rear license plate
lights were illuminated. The vehicle was unoccupied, and the driver's door was standing open.
From outside the vehicle, I observed that the engine was running and the transmission indicator
displayed that the vehicle was in drive. I also observed a cellular telephone resting face down on the
driver's seat, a backpack in the front passenger footwell, a disabled parking placard hanging from the
rearview mirror, and a prescription bottle labeled "Codeine" in the driver's door storage pocket. I
detected a strong odor of cannabis emanating from the open driver's door, which I recognized based
on my training and experience.
I did not enter the vehicle or move any items within the vehicle.
The Renton Fire Department responded to the scene. A firefighter reached through the open driver's
door to place the transmission into park and shut off the ignition due to safety concerns. Later, an
employee of Bankers Towing accessed the interior of the vehicle as part of the impound process. To
my knowledge, no other persons entered the vehicle prior to it being impounded.
Collision Investigation
The Mazda CX-50 (Unit 1/U-1), bearing WA Plate CFX3918, was the only vehicle involved in the
collision.
Between 116th Ave SE and the involved residences is a grass-covered drainage ditch and a sidewalk
running parallel to the roadway. Near the front of the residence located at 16413 116th Ave SE,
observed tire impressions in the grass east of the roadway. These impressions appeared consistent
with the path of travel of U-1 to the first impact point, second impact point, and final resting position of
U-1.
Based on the physical evidence observed at the scene, U-1 appeared to have been traveling
southbound in the 16400 block of 116th Ave SE. At this location, the roadway consists of one
northbound lane and one southbound lane. U-1 crossed into the northbound lane of travel, left the
roadway, crossed the grass drainage ditch and sidewalk, and struck the southeast fence line of
16410 116th PL SE, causing substantial damage to multiple sections of fencing.
U-1 then continued southeast and struck the northeast fence line of 16425 116th PL SE, causing
additional substantial fence damage. U-1 continued through the backyard of the property before
striking the northeast deck support anchor and support structure of the residence, causing significant
damage.
U-1 came to rest against the deck support structure. The vehicle sustained significant damage to the
front bumper assembly, windshield, and undercarriage.

16425 116th PL SE -Property Owner & Witness Statements
I contacted the homeowner, identified by his WADOL as Mony Ouk (03/02/1964). Mony stated that he
was sleeping in his bedroom when he was woken by what he described as a loud bang. Mony said
that his son Felix came into the bedroom and told him that someone had hit the house and to call
911. Mony did not see the driver or any occupants of the CX-50. He stated that if the suspect is
identified, he is willing to assist with prosecution.
I contacted Mony's son, identified by his WADOL as Felix O. Ouk (04/25/1997). Felix stated that he
was sleeping inside of his bedroom when he was woken by what he descried as a loud boom. Felix
said that his bedroom is located closest to where the collision occurred, and he looked out of his
window and then went to the rear sliding glass door, seeing the CX-50 but not the driver. Felix said
that his sister Monique handed him a cell phone to talk to the 911 dispatcher.
I contacted Mony's daughter, identified by her WADOL as Monique O. Ouk (12/05/1999). Monique
stated that she was in bed when she heard what she described as a bang. Monique said that she
heard her brother yell to call 911. Monique also stated that she did not see the driver or any
occupants of the CX-50.
The residence at 16425 116th PL SE has an access gate on the east side to 116th PL SE that was
open when I arrived. Mony stated that the gate is kept locked and that it was opened by family after
the collision occurred.
16410 116th PL SE -Property Owner
I contacted the homeowner at 16410 116th PL SE, identified by his WADOL as Carlos D. Lopez
(01/17/1981). Lopez stated that he was sleeping when he heard what he described as a loud noise.
Lopez said that he did not see the driver or any occupants of the CX-50. According to Lopez he has a
camera on the rear of his home but it did not capture footage of the collision.
Follow On Investigation
I contacted Valley Medical Center (VMC) to see if anyone had been admitted with unexplained chest
or facial injuries. They advised that no subject matching those injuries had checked in.
I contacted a law enforcement line for the Avis Budget Group and the customer service agent I spoke
with (unidentified) stated that he could not share any information over the phone with me without a
subpoena. The agent provided an email address (subpoena.compliance@avisbudget.com) that he
suggested I contact. I sent an email requesting to identify the renter and authorized operator(s) of the
CX-50; at the time of this report no response has been received.
Case Status: At approximately 0416 hours, a rental Mazda CX-50 departed the roadway while
traveling southbound in the 16400 block of 116th Ave SE and collided with two fences and the deck
support structure of a residence, causing significant damage to two separate properties. The driver
fled the scene prior to law enforcement arrival and remains unidentified.
Based on the totality of the circumstances described in this investigation, Probable Cause exists for
the crime of Hit and Run of an Attended Vehicle or Property under RCW 46.52.020. Additionally,
Reasonable Suspicion exists that the driver may have been operating the vehicle while under the
influence of intoxicants, based on the manner of driving, the circumstances of the collision, the strong
odor of cannabis emanating from the vehicle, and the driver's flight from the scene.
The Mazda CX-50 was impounded to the Renton Police Department evidence garage pending a
search warrant for evidence identifying the driver and establishing dominion and control of the vehicle
at the time of the collision.
