NARRATIVE
26-4499
This incident was captured on my body worn video camera. This report is a summary of events that
occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized.
On 06-09-2026 1 was working as a police officer in a fully marked, department issued uniform,
patrolling in a marked police vehicle for the city of Renton. At approximately 2243 hours I was
dispatched to a non-injury and non-blocking collision at the intersection of Monroe Ave NE/NE 10th
St, City of Renton, County of King, State of Washington.
I gathered from the call notes, 2 MVA.. NI/NB... >1 K DAMAGE
The following are the vehicles and parties involved:
Unit 1: gray 2017 Toyota RAV4 (license plate#BRW1594/WA)
Driver of Unit 1: Manh M. Chiem (DOB 09-06-1973)
Unit 2: black 2022 Toyota Highlander (license plate#CBX8226/WA)
Driver of Unit 2: John N. Muturi (DOB 12-14-1976)
Passenger of Unit 2: Ann N. Njoroge (DOB 11-27-2007)
Witness 1: Ivan D. Gutierrez Leon (DOB 08-28-2004)
Witness 2: Josman X. Leon Rojas (DOB 02-05-1993)
1 arrived on scene and found Unit 1 parked at the north side of the intersection, and Unit 2 on the west
side of the intersection. I observed that Unit 1 had obvious front-end damage with the front bumper
partially being removed from the frame. Also, I observed that Unit 2 had obvious rear driver side
damage. There were significant scrape marks at the rear driver's side fender and at the rear driver's
side passenger door frame.
No one on scene requested any medical attention.
I spoke with Chiem and she advised the following occurred: Chiem drove northbound on Monroe Ave
NE and approached the intersection of Monroe Ave NE/NE 10th St. Chiem came to a complete stop
and observed that Unit 2 was still driving westbound towards the intersection. Chiem also observed a
vehicle approaching from the north, and a vehicle stopped just west of her. Chiem deemed she had
the right of way and continued northbound on Monroe Ave NE. Chiem said that Unit 2 had run the
stop sign and continued westbound through the intersection which caused her to collide with the rear
driver's side of Unit 2.
1 spoke to Muturi and he advised the following occurred: Muturi drove westbound on NE 10th St and
came to a complete stop at the intersection of Monroe Ave NE/NE 10th St. Muturi observed another
vehicle stopped on NE 10th St to continue eastbound, a vehicle stopped on Monroe Ave NE for
southbound traffic, and Unit 1 still driving northbound towards the intersection. Muturi deemed he had
the right of way and continued westbound on NE 10th St. As Muturi drove through the intersection,
from his peripheral vision, he observed that Unit 1 ran the stop sign. Muturi said he blared his
vehicle's horn to alert the driver of Unit 1 and veered to the right to avoid a collision. When doing so,
Unit 1 continued to drive northbound and collided with the rear driver's side of his vehicle.
I spoke to Njoroge and she advised the following occurred: Njoroge was in the front right passenger
seat of Unit 2 with Muturi. Njoroge said they were stopped at the intersection of Monroe Ave NE/NE
10th St for westbound traffic. Njoroge said that she observed Unit 1 still driving northbound towards
the intersection, a vehicle still driving southbound towards the intersection on Monroe Ave NE, and a
vehicle stopped for eastbound traffic on NE 10th St. As they entered the intersection, Njoroge
observed that the vehicle stopped for eastbound traffic started to drive but stopped suddenly when
Unit 1 ran the stop sign. Njoroge observed that Unit 1 ran the stop sign and collided with the rear
driver's side of their vehicle in the middle of the intersection.
The two witnesses who stayed on scene primarily spoke Spanish, so I used AXON Assistant which is
a program for my AXON body worn camera to assist in translation.
I spoke with Ivan and he advised the following occurred: Ivan said he had just stopped for eastbound
traffic at Monroe Ave NE/NE 10th St. Ivan said that Unit 2 had the right of way to continue westbound,
when Unit 1 failed to yield to the right of way by running the stop sign. Unit 1 had then entered the

intersection and collided with the rear driver's side of Unit 2.
1 spoke with Josman and he advised the following occurred: Josman was stopped for southbound
traffic at the intersection of Monroe Ave NE/NE 10th St. Josman observed Unit 2 continue westbound
through the intersection, and that Unit 1 had ran the stop sign going northbound through the
intersection and collided with the rear driver's side vehicle of Unit 2.
Due to the totality of the circumstances, the proximate cause for the collision was that Unit 1 failed to
stop at the stop sign for northbound traffic at Monroe Ave NE/NE 10th St and collided with the rear
driver's side of Unit 2 who had the right of way.
I issued Chiem a Sector citation for Failure to Stop at a Stop Sign/Intersection (RCW 46.61.190.2).
The Sector citation was documented under cite#6A0267362, and it was mailed to Chiem's DOL
address.
I gathered all parties involved information, and I provided an exchange of information to Unit 1 and
Unit 2.
1 took photos of both vehicles and uploaded them to evidence.com.
This concludes my involvement in this case.
