EH12989 CASE# 26-4128 OF COLLISION 05/27/26 21:30 OF CbLLI510N NARRATIVE 26-4128 On May 28th, 2026, at 1551 hours dispatch requested that I contact the victim of a prior hit and run collision that occurred on May 27th around 2130 hours. This incident occurred at the intersection of Rainier Ave South and Airport way, in the city of Renton, county of King, and state of Washington. Upon contact I spoke with the victim, identified as Tommie L Hubbard (09/23/1962), and he explained that around 2130 hours he was attempting to travel east across the south crosswalk on his bicycle. He reached a concrete island that sits on the southeast corner of the intersection. While yielding for traffic, he observed a vehicle traveling north on Rainier Ave South. The vehicle was traveling at a high speed. That vehicle then merged onto the right turn lane which sits adjacent to the concrete island. Based on the drivers' driving behavior and speed, Tommie believed the vehicle would not make the turn appropriately, it could cause a collision. Tommie tried repositioning himself but unfortunately, he was struck by the vehicle before he could move away safely. Tommie stated he was struck on his right side which then pushed him over the top of the vehicle. Tommie also stated that his bicycle what struck and mentioned that the front wheel had sustained some damage (which I observed). The wheel was pushed back against the frame. T After the collision occurred, the driver exited the vehicle and confronted Tommie about being too close to the roadway. He claimed that Tommie was at fault and subsequently stated that he was not waiting for police or anybody else. Tommie told the driver who's not allowed to leave, but the driver proceeded towards his vehicle. As the driver approached his driver's side door, Tommie grabbed the driver and pinned him to the ground. Tommie stated that he held the individual down for several minutes until witnesses stopped by and assisted. One of the witnesses told Tommie that he would detain driver until police arrived. Tommie realized that his hands were bloody, so he told the witnesses to stay with the suspect and tell police that he was returning home to clean his hands. After Tommie left the scene of the collision he never returned and never called police or further assistance. Tommie also disclosed that he hates visiting the hospital so to prevent being transported, he cleaned himself and expected police to arrive at his house. Today, while visiting his doctor he disclosed that he was struck by a vehicle. That doctor then contacted his care team which then reported it to the police. I asked dispatch if anyone reported a collision or an assault of any kind at the intersection described, but dispatch stated that no incidents were reported. Tommie has a bruise on his right hip and injuries to his hands. He believes he has a cracked rib but refuses to visit the hospital or be seen by medics. Tommie described the vehicle as a Hyundai Santa Fe (unknown plates) that is black in color. He also described the driver as a 40- to 50-year-old male who is possibly Polynesian or Portuguese. He stated that the driver was wearing a blue shirt and blue pants and had black boots. He also had missing front teeth and was under the influence of alcohol. I asked Tommie why he didn't just wait for police to arrive so he could give them his statement, but he reiterated that he did not want to visit the hospital and really wanted to clean his hands. I checked to see if any cameras faced the roadway, but I was unable to locate any.
