At approximately 0813 hours, I was dispatched to a hit-and-run and malicious mischief incident at the Grammercy apartments located at 17112 118th LN SE,within the City Limits of Renton, County of King, State of Washington, specifically the parking lot near the outdoor soccer field on the east side of Building#D. Upon arrival, I contacted the victim/driver of Unit#2,who reported no injuries. I also contacted the witness,Tang, Shantell M (DOB 09/21/1994),who remained on scene and corroborated the victim's account. I collected statements from both the victim and the witness and photographed the damage to Unit#2, including the shattered rear window. Photos have been uploaded to evidence. The victim stated she was the sole occupant of her vehicle (Unit#2) and was reversing out of a parking stall after dropping her child off at the bus stop. She intended to leave the parking lot to go to a nearby restaurant.While reversing, she observed two vehicles nearby that were stopped but noticed an opening. As she continued to reverse, Unit#1—a blue Toyota RAV4 with a possible license plate of CDK7788—came around the corner at a high rate of speed. Both the victim and witness believed Unit#1 entered what they described as the "head-on lane" (though this is a parking lot with no marked lanes of travel)to drive around stopped vehicles. Both Unit #1 and Unit#2 collided at low speeds.There were no reported injuries. After the collision, both parties exited their vehicles. The male driver of Unit#1 became irate and upset,yelling at the victim and calling her names such as "stupid."As the mate driver walked around Unit#1, he punched the rear window of Unit#2, causing a hole and shattering the glass. Based on the statements of the victim and witness, as well as my observations of the damage to Unit#2, 1 determined that probable cause exists to believe the driver of Unit#1 committed the offenses of Hit and Run (Attended) and Malicious Mischief in the 3rd Degree. A records check of the possible license plate CDK7788 returned to a black Toyota RAV4 registered out of Kent,WA. I contacted the registered owner at their listed address. The owner stated their RAV4 was accounted for, is black(not blue), and they would check to see if their plates had been swapped. A search via CarFax for Police and various plate combinations in DOL did not locate any other matching blue RAV4s. I checked with the Apartment Management representative for both `Grammercy' and `Becket' apartments regarding the involved vehicle but their records did not indicate a match. Both vehicles were involved in a low-speed collision in the parking lot.
