The Rainier SWPS was constructed in the 1960s. Its electrical equipment is from the original construction and does not meet the current electrical code with regards to the location in a Class 1, Division 2 area. To meet current electrical code, new electrical equipment will need to be relocated to a separate electrical building or under a shelteroutside of the classified area. In addition to electrical equipment upgrades, the City requested RH2 evaluate alternatives for equipping the station with a permanent emergency generator. Based on the alternatives evaluation and preliminary design prepared by RH2, the City has chosen to locate thenatural gas poweredemergency generator for the Rainier SWPS within the Rainier Avenue right-of-way, just south of the existing pump station. Improvements also include upgrades to the existing electrical system and replacement pumps and associated mechanical and electrical components. The Rainier SWPS Upgrade project is currently out for bids, with construction anticipated to begin this summer. The City requested RH2 to prepare this Scope of Work to assist with construction contract administration for the project. Task 11 – Services During Construction Objective: Review shop drawings and catalog submittals. Observe construction activities on site and attend weekly construction progress meetings to monitor the quality and compliance of the work with the construction contract plans and specifications to the extent possible by the level of observation. Observe the startup and testing of the Rainier SWPS. Approach: Maintain regular communication with the City to discuss the project’s progress. Provide monthly invoices documenting work performed and budget status. Review shop drawings and catalog submittals of those mechanical and electrical items requested in the Technical Specifications. Provide a written response to the contractor and the City accepting or rejecting each shop drawing and catalog submittal reviewed. Review "!# ! Provide an RH2 representative to attend weekly construction progress meetings. It is assumed that these meetings will be remote via MS Teams and the City will provide agendas and meeting minutes. Provide part-time construction observation services. The intent of the on-site observations is to observe the quality and compliance of the work with the construction contract plans and specifications. The Fee Estimate reflects a total of two (2) hours per week of on-site observations by an RH2 representative for the duration of the construction period (assumed to be twenty (20) weeks).Notify the contractor and the City if the work that has been observed to not have been completed in accordance with the plans and specifications and discuss rectification. Prepare a construction observation report for each site visit. Coordinate with the contractor, the City, and the qualified manufacturer’s representative for the scheduled testing and startup activities. This will include the review and supplementation of the testing protocols developed by the contractor and manufacturer’s representative, and confirmation of the tests and appropriate corrections. Document the pertinent activities and coordinate with the contractor during startup to confirm that systems comply with the plans and specifications. Notify the contractor and the City of work that has not been completed and discuss rectification. Coordinate with the City and contractor in obtaining field records. Review field records and revise construction contract drawings to prepare record drawings. Assumptions: x Deliverables will be submitted in electronic format (PDF) unless otherwise noted. x On-call construction technical support services identified in subtask 1.5 will be performed as requested by the City. An average of two (2) hours per week for twenty (20) weeks has been assumed for budgetary purposes. x The City will assume the lead role for construction administration, management, on-site inspection services, construction observation, and communication with the GC/CM as the primary contact. x Permitting assistance during construction is outside of this Scope of Work. x RH2 is not responsible for site safety or for directing any contractor in their work. x The City will coordinate directly with the contractor for testing, system shutdowns, and connections. x Construction phase services defined in this Task are variable in nature and depend in part on the contractor. RH2’s estimate is based on an experienced and reasonable contractor being awarded the construction contract. RH2 recommends the City budget the amount shown in "!# ! The contingency would cover additional services if a more intensive level of observation and construction support is necessary. Provided by City: x Project lead for construction inspection and administration. x Retention of and coordination with testing firm(s) for special inspections. x Processing of pay requests. x Final completion and closeout of the contract with the general contractor. RH2 Deliverables: x Monthly invoices and budget status summaries. x Submittal and shop drawing reviews. x Attendance at weekly construction meetings. x Part-time construction observations as requested by the City. x Attendance at startup and testing. x Record drawings. Fee for Services RH2 estimates this additional work to be $49,000as shown in Exhibit B-6. Schedule The schedule for each Task is outlined in Exhibit C-6 for this Scope of Work.
