HUMAN SERVICES ADVISORY COMMITTEE '
3:00 PM - Tuesday, May 19, 2026

1. CALL TO ORDER
The regular Human Services Advisory Committee (HSAC) meeting for May 19, 2026 was called to
order at 3:08 p.m.

3. AUDIENCE/PUBLIC COMMENT
Public Comments were made by Katy Childers about Northwest Education Access programs.
4. APPROVAL OF MINUTES
a) Due to lack of a quorum, approval of the April 21, 2026 Human Services Advisory Committee (HSAC)
meeting minutes will be moved to the next meeting.
5. NEW BUSINESS
a) Review Renton Human Services Direction
Kent Hay, Human Services Director, provided information on the Human Services direction underway at
the City. Renton has purchased land for a permanent shelter; and a temporary shelter location is being
sought until the permanent shelter is completed. Housing options are very limited for those who are
homeless or on verge of homelessness. Funding and policy changes at federal level are impacting
availability of housing. The City plans to hire 2-3 Outreach workers who will work in the field directly
assisting those who are unhoused.and others in need. Renton would like to fund less programs and
provide them with more funding�so they can make a bigger impact and better support the new human
services direction.

b) 2027-2028 Renton Tier 1 Applications and Fundin�Split
Renton received 168 applications requesting over$6.2 million in funding, with only$812,000 available.
City staff screened and sorted applications into the following Tiers:
• Tier 1 Basic Needs(BN) Applications= 50 applications requesting$1.8 million. Includes
applications where over 12%of total proposed to be served in 2027 were Renton residents.
• Tier 1 Homelessness/Housing Stability (HHS) = 30 applications requesting$1.6 million. Includes
all HHS applications, since fewer received.
• Tier 2 applications (Less Renton focused)=43 applications. Includes applications where 12%or
less of total proposed to be served in 2027 were Renton residents.
• Tier 3 applications (Incomplete)=45 applications. Includes applications requesting less than
required minimum amount of$15,000 and incomplete ones.
Committee agreed to review the 80 Tier 1 applications, with no additional screening. Deciding the
funding split between Basic Needs(BN) and Homeless/Housing Stability(HHS) areas was moved to the
next meeting. Committee discussed whether to fill some of the vacant Committee positions to help
review applications and agreed the current Committee composition was sufficient.
c) Review Conflict of Interest and 2025 Pro�ram Info
When reviewing applications, if Committee members have a conflict of interest,they should recuse
themselves from reviewing that application. Conflict of interest means the Committee member or an
immediate family member(spouse, children,siblings, parents) has an affiliation with the agency within
the last 12 months, such as being a board member, stafF, volunteer, client, or member of the agency.
The Committee reviewed the 2025 Quarterly Report Summary data which lists each of Renton's funded
programs, if the program met their 2025 annual contract goals, and number of unduplicated Renton
residents served.
d) Application Review Schedule
The Committee favored the following Application Review Schedule:
• June 16`h HSAC meetinQ: Application Binders to be provided to members. Committee to decide
funding split between HHS and BN applications.
• June 17-July 20: Review and rate the 30 Homelessness/Housing Stability(HHS) applications.
• Julv 215C HSAC meetin�: Recommend funding allocations for HHS applications.
• July 22-August 17 (or end of August): Review and rate the 50 Basic Needs(BN) applications.
• Au�ust 18, 2026 HSAC meetinQ (or later): Recommend funding allocations for BN applications.
e) Other/Info Sharin�
The Committee's youth member has missed multiple meetings, so the Committee decided to give
another youth the opportunity join the Committee later this year after application review.
An update was provided on the King County Regional Homelessness Authority(KCRHA) with interest in
having updates at each meeting.
The Opioid funding project discussed at the last meeting is proceeding with Renton City Council review.

at 3:00 p.m.
