The call remarks read, "SUP, NOW PARKED AT DEAD END OF NE 7TH ST/QUEEN AVE NE, WHI TOYT 4RUNNER L/UNK AFTER HITTING RP'S VEH 5 AGO." Upon arrival, the reporting party, later identified via Washington driver's license as Nathan J. Silva (DOB 02/15/1992), pointed out a white Toyota 4Runner(WA plate BPW3127) parked at the dead end of the 600 block of Queen Ave NE. The vehicle was turned off and occupied by two females.The driver and registered owner of the vehicle was later identified through a Washington Department of Licensing image as Diana C. Romero (DOB 04/01/1989). 1 approached the vehicle and observed that Romero was completely nude and that the two females were engaged in sexual activity. I shined my flashlight on the vehicle and attempted to get their attention. After a few minutes, the females noticed me and ceased their activity. I attempted to have Romero roll down her window and speak with me. Romero looked directly at me but did not roll down the window or engage in conversation.After receiving no response, I opened the driver's door and explained the reason for my contact. Romero attempted to close the door, but I prevented it from shutting. She repeatedly stated that she was not involved in a collision and wanted the door closed. Sgt. Tibeau advised me that there was obvious damage to the front of Romero's vehicle (WA-BPW3127). I explained to Romero that I was investigating a collision and would allow her to get dressed. Romero continued attempting to close the vehicle door. While speaking with Romero, I detected the odor of intoxicants emitting from her person. I also observed that her face appeared droopy and her eyes were bloodshot. Officers were concerned that if the door was closed, Romero might attempt to drive away. Sgt. Tibeau asked Romero to hand over the vehicle keys so she did not drive away.After some back-and-forth discussion, Romero located the keys and handed them to the female passenger. Sgt.Tibeau then retrieved the keys from the passenger. At that point, I allowed Romero to close the driver's door and get dressed. Silva stated that he was inside his residence when he heard honking coming outside his residence. He went outside and contacted a delivery driver who was sitting in his vehicle.The delivery driver told Silva that a white Toyota 4Runner had collided with his vehicle, a black Jeep Patriot(WA-CMU0241). Silva was able to locate the 4Runner a few blocks away from where the collision occurred. Silva stated that the damage to his vehicle appeared to match the damage to the 4Runner. He then called the police. Silva showed me a photograph of the damage to his vehicle. I observed damage to the rear driver's side of the vehicle and the taillight was damaged. I returned to Romero's vehicle (WA-BPW3127) and observed damage on the front passenger side. I also observed a small red tail light pieces that appeared to have come from another vehicle.The damage to Romero's vehicle appeared fresh and was consistent with the damage observed on Silva's vehicle. I re-contacted Romero, and I asked her if she was involved in an accident to which said no. I explained to her that the front of her vehicle was damaged. She said it was not and she continued to argue.After several explanations to Romero that she was involved in a collision. I asked for her insurance information. She said she had insurance but would not give it to me. At that point officers asked her to exit her vehicle and she declined and wanted to close her driver. 1 advised her that she was under arrest and sgt. Tibeau and I pulled her out of the vehicle and placed her in handcuffs. There was probable cause to arrest Diana C. Romero (DOB: 04/01/1989)for striking an unattended black Jeep bearing Washington license plate CMU0241 and failing to stop and fulfill the requirements of a collision involving an unattended vehicle.After the collision, Romero failed to locate the owner or operator of the vehicle, Nathan J. Silva (DOB: 02/15/1992), and failed to leave a written notice in a conspicuous place providing her name and address as required by law. Based on the statement provided by Silva and the damage observed on both vehicles, Unit 2 was parked on the south side of NE 8th Street in front of 3525 NE 8th Street. Unit 1 subsequently collided with the parked Unit 2.After the collision, Unit 1 continued eastbound on NE 8th Street and then proceeded southbound on Queen Avenue NE. I escorted Romero to the back of my police. Officers were unable to convince Romero to get into the back of the police vehicle on her own.Sgt.Tibeau and I had pull her into the back of the police. I read Romero Miranda rights and she invoked. I transported and booked Romero into Score jail for Hit and Run. Citation number 6AO251607 was completed.
