UpdatePUBLICWORKSDEPARTMENTMEM0RANDUMDATE:July11,2018TO:RandyCorman,CommitteeChairMembersoftheTransportationCommitteeCC:DenisLaw,MayorMembersoftheRentonCityCouncilRobertHarrison,ChiefAdministrativeOfficerFROM:GreggZimmermublicWorksDepartmentAdministratorSTAFFCONTACT:ChrisBarnes,TransportationOperationsManager,ext.7220SUBJECT:ReductioninVehicleCollisionsat937SouthCarrRoadDuringtheTransportationCommitteemeetingonJune18,2018theattachedtrafficstudyandrecommendationswerepresentedinresponsetoarequesttoreducethecollisionpotentialonSouthCarrRoadnear937SouthCarrRoad.ThestudywasinitiatedbyaCityCouncilreferraltotheTransportationCommitteeonApril2,2018attherequestofMarilynEdlund,ownerofthepropertyat937SouthCarrRoad(seeattachedreferralandemailtocommitteemembersfromMs.Edlund).Thepresentationprovideddetailsonthefivecollisionsrelatedtoleavingtheroadwayinthewestbounddirectioncausingdamagetothepremisesofherproperty.Additionally,thecurrentcharacteristicsoftheroadwaygeometryandvehiclespeedsthatwerecollectedoveraoneweekperiodwerepresentedandarepertinenttotheinvestigation.Ms.Edlund’srequestistoprovidesomemechanismtoreducethenumberandseverityofcollisions.Severalalternativeswereinvestigatedincludingguardrailing,warningsignsandspeedenforcement.Guardrailingwasfoundtonotmeettherequirementsforinstallationandsatisfythesafetyformotorists.SpeedenforcementwouldnotreducethenumberofcollisionsastheresultsofaspeedstudyconductedinAprildidnotshowachronicspeedingproblem.ThestudyactuallyshowedtheStreetfellintothe85thpercentilewithspeedsof34mphandthe95thpercentilewithspeedsof38mph(percentagesrepresenttraffictravelingatorbelowthatspeed).Sincethecollisionsareduetoonlyafewmotoriststravelingatextremespeeds,itwasdeterminedthataddingchevronsigns(withthefirstsignhavingLEDflashinglights)anda“SignalAhead”warningsignwithaflashingbeaconwouldbringmoreattentiontothesignalaheadandthecurve.TheTransportationCommitteedirectedstafftoinstalltheabovedescribeddevicesandinformMs.Edlundofouractions.Furthertrafficstudiesarenotneededatthistime.Attachments:Ms.EdlundemailrequestTrafficStudyH:\Division.s\TRANSPOR.TAT\OPERATIO\Chris\ReductioninCrashesat9375.CarrRd.MemotoTranspo.Committee07062018.docx accidentsanditseemslikeRentonPoliceDepartment’sattentiontothisproblemissporadicandinsufficienttoensurethesafetyoftheneighborhoodonanongoingbasis.Beyondthepublicsafetyconcernsarealsofrustratedbytheongoingpersonalpropertydamagewesustainfromtheseaccidents.Manytimesourperimeterfencesuffersdamagefromtheseimpactsrangingfromminorcosmeticdamagethatbendsthefencefabrictooutrightdecimationofpostsandfencingwhichrequiresmajorrepairsinordertokeepourpropertysecure.Moreoftenthannotthecarswholandintheditcharetowedawaywithoutapolicereportbeingmaderegardlessofwhetherornotourfenceorotherpropertyhasbeenphysicallydamaged.Weareonlyabletomakeinsuranceclaimstoourpropertyinsuranceforfencerepairsifwehaveapolicereportthatincludesvehicleand/ordriverinformation;orifthereisphysicaldamagetooneofourvehiclesorbuildingstructures.Inadditiontherehastobeenoughdamageexpensetowarrantfilingaclaimandpayingthedeductible.Thishasresultedinlostworktimeandasignificantamountofoutofpocketcostsfortemporarysecuritymeasures,cleanupandfencemaintenanceovertheyears.Hereisalistofthemajorincidencesinthepastseveralyearsforwhichwehavemadeinsuranceclaims.Seeattachedphotosforeachincidence.Notethatthreeofthesehaveoccurredwithinthepast16months:March26,2018RPDCase#201800003838HitandRunduringdaylighthoursWillcost$900outofpockettorepairbrandnewchainlinkfencefabricandpoststhatwaslessthan6monthsold.September15,2017RPDCase#17-11521VehicledestroyedtheentirelengthoffenceandgaterailontheEastsideofthedriveway.Theforceofthisaccidentwasintense.Postsandgateraildebriswerefoundtohavebouncedagainstourtractorswhichareparked100+feetontoourproperty.Inadditionapproximately5cubicyardsofsoilandgravelwaspushedseveralfeetforwardbytheimpact.$3489.00toreplacefenceandrailsandrehangexistinggate.Abovepricedoesnotincludetemporaryfencing,cleanupandregradingofsoilthatwasrequiredinordertoreinstallfenceinitsoriginallocation.November16,2016RPDCase#16-14342DaytimeHitandRunvehiclecomingdownhilllostcontrolandbrokefirehydrantriseroffattheteeontheSoosCreekwatermain8’belowthesidewalk.ThewaterranforseveralhoursbeforeitwasreportedbyaneighborandturnedoffbySCWSD.Wesignificantfloodingandmuddebrisinourshopbuilding,italsowashedoutourgravelstorageareaandournursery.SoosCreekspenttwodaysremovingmudfromourproperty,pumpingoutourbuilding,flushingorstormdrainagesystem,repairingthewatermainandre-gradingandrerockingourdrivewayapproach.(incethereisanotherfirehydrantacrossthestreetwecollectivelymadeachoicenottoreplacethehydrantinthatlocationsinceithasbeenimpactedseveraltimesinthepast)CityofRentonhadexpensestocleanourbioswale,flushoutstormdrainsfromtheaccidentsitedownthehillonCarrRoadtoTalbotRdandnorthonTalbotbeyondVMC.$12,000.00tocleanuptheyard,havetruckandtrailerwheels,brakesandlightwiringserviced,cleanupourbuildingcontentsandrepairdamagedinsulation&paneling.AbovepricedoesnotincludemoistureremediationbyServiceMasteroranyworkdoneonourpropertybySoosCreekorCityofRenton.April10,2019RPDCase#09-3933(Fatality)2 REPORTNO.CASE#09.3933gAo5E04,/10A913:00NARRATIVEOn04/10/2009atapproximately1301hrs,IwasdispatchedtoasinglevehicleInjuryaccidentInthe937blkofSCarrRd.Renton,WA,intheCountyofKing.Uponmyarrivalatapproximately1304hrs,IobservedaredincolorFordExplorer,bearingWAStatetag#611TXE,thathadcrashedintothesideofabuildingat937SCanRd.MedicswereonscenepriortomyarrivalandLane#2.EastboundonSCarrRd.wastemporarilyshutdown.ImetwiththedriverofUnit#1,whostatedthathewastravelingWestboundonSCarrRd.whenhisbrakeswentout,andinordertoavoidsfñkingvhicIsI7alwrstgppcdforfraffic,heveeredtotueleft,cossedovertheeenterline,traveledornoasidewalkandstrtkabtiiid,ngat937SCarrRd.Unit1statedthathisbrakesfinallystartingworkingoncehehadcrossedoverthecenterline,butthatitwastoolatetoavoidstrikingthebuilding.ThedriverofUnit01advisedthathedidnothaveinsuranceerrthevehicle.ImetwiththesolepassengerofUnit1,whostatedthattheyweretravelingWestboundonSCarrRd.whentrafficwasbackedupcomingdownthehill.Thepassengerstatedthatthedriverattemptedtoapplythebrakes,butthattheydidn’twork,andinordertoavoidhittingthestoppedvehicles,thedriverswervedtotheleftsideoftheroadway,crossingoverIntooncomingtrafficandstruckthebuildingontheSouthsideofSCarrRd.Imetwithanindependentwitness,Mr.CauserJr.CauserJr.StatedthathewasparkedInthedrivewayof937SCarrRd.andobservedUnit01comearoundthecurve.CauserJr.,statesthatItdidnotappearthatthevehiclewasattemptingtostop,andthenitjustswervedoffoftheroadwayandIntothebuilding.CauserJr.,didnotknowhowfastthecarwastravelingbutstatedthathewasmovingfairlyfast.Iadviseddispatchthatatowwasneeded,andBankersTowingFirmwasenroute.MedicstransportedthedriverofUnit1toValleyMedicalCenterasaprecaution.NovisibleInjurieswerepresent.WhilespeakingwiththedriverofUnit1,thepropertyowner,Mr.Edlund,arrivedonscene.Mr.EdlundtookphotographsofthedamageandwasadvisedthatthedriverofUnit01didnothaveinsurance.OfficerJ.Mitchellassistedmewiththisaccidentandhespoketoanindependentwitness,Mr.Lindstrom.OfficerMitchellsubmittedasupplementalreportdetailingwhatMr.Lindstromobserved.Inaddition,OfficerMitchellcompletedaVehicleInventoryForm.AwcicicicryonthedriverofiJnil1wasnegative.IJrfl01wasidenidiedtyhisWAslateP/I.asFrederickWalterFrost.Frost’sphotomatchedthatshownonhisOIL,andhisreturnwasnegative.FrostwasIssuedcitation9Y6103507forviàlationofRCW46.61.400.1:Speedtoofastforconditions,andRCW46.30.020:NoProofofInsurance.ThedriverofUnit01wastransportedtoVMCforprecautionaryreasons,thepassengerofUnit1wasuninjured.Atthetimeofthisincideilt,ithadbeenrainingandtheroadwaywaswet.ICERTIFYUNDERPENALTYOFPERJURYUNDERTHELAWSOFTHESTATEOFWASHINGTONTHATIHAVEISSUEDTHISONTHEDATEANDATTHELOCATIONABOVE.ThATIHAVEPROBABLECAUSETOBELIEVETHEABOVENAMEDPERSONCOMMITTEDTHEABOVEOFFENSE(S),ANDIAMENTERINGMYAUTHORIZEDUSERIDANDPASSWORDTOAUTHENTICATEIT.““AUTO-POPULATEDSECTION””THEFOLLOWINGAREDESCRIPTIONSENTEREDFORITEMSSELECTEDAS“OTHER”:LocationCharacter:CITYSTREETENDOFAUTO-POPULATEDSECTIONPAGE3OF6
