This report is a summation of events that occurred and is not an exact sequence of events. On 06-12-26, at approx. 2023 hrs, I was dispatched to 500 Index Ave NE on a reported collision involving a bike and vehicle. On arrival, I saw two teenage boys sitting on the ground next to a small minibike, which was in turn on its side next to a white sedan. There were several people standing nearby. I saw that the vehicle has WA plate CNH1155 on it, returning to a white 2017 Hyundai Elantra. The minibike was later found to be a Coleman brand, model CT2000, with VIN # LWGPCML02HA057847. There was no license plate on it. It was reported to belong to Jaden Balderas, listed below. The driver of the Hyundai identified himself through his WADL as Francisco J. Villanueva Del Valle (08-06-93). He said he was southbound on Index Ave NE when the minibike came out from Index PI NE without stopping and hit the side of his car. He stopped right there to check on the boys that were riding the bike. He was not injured. The driver of the minibike was self-identified as Jaden A. Balderas (09-28-12), later confirmed with his mother, Suvanee Franto (09-08-93). The passenger of the bike was self-identified as Jordan J. Kalaluka (06-24-13) and later confirmed with his mother, Thandiwe Kalaluka (06-23-89). Jaden was found to have a moderately deep cut on the back of his left ankle. Jordan complained of head pain. FD was called and they responded to check on both boys, later determining they both should go to the hospital for further evaluation and treatment; both were transported by FD. Jaden stated he was coming down Index PI NE and when he came around the curve towards Index Ave NE, his brakes didn't work and he was unable to stop. He said he was going at a normal speed but couldn't elaborate on that or be more specific. He drove out onto Index Ave NE and collided with a car that was coming along. After the collision, he and Jordan fell of the bike where they remained until we arrived. I inspected the Hyundai and saw the passenger mirror was broken off but still hanging down. There was a large impact zone on the top passenger side of the windshield, which coupled with Jordan's complaint of head pain, indicated that he flew over Jaden and impacted the windshield with his head. I took photos of the scene to include the minibike and the damaged car, later uploaded to evidence.com. I called both of their mothers and notified them of the collision and injuries. The case numbers were provided to all parties. After investigating the collision, I determined Jaden failing to stop for the stop sign and driving out onto Index Ave NE was the proximate cause of the collision.
