At approximately 1409 hours, I was dispatched to the intersection of Talbot Road South and South 43rd Street,within the City Limits of Renton, County of King, State of Washington, regarding a recent hit-and run report. At 1416 hours, I arrived on scene and contacted the driver of Unit#2. Unit#2, driven by Pellegrini, said he was traveling westbound in lane 1 of 2 around 1400 hours today.While stopped at a red light at the controlled intersection of Talbot Road South and South 43rd Street, Unit#2 was struck from behind by Unit#1. The driver and two passengers of Unit#2 reported that Unit#1 failed to stop and exchange information after colliding with the rear of their vehicle, causing minor damage.The extent of damage to the front of Unit#1 is unknown. The driver of Unit#2 stated that the driver of Unit#1 made no attempt to exchange information and continued westbound on South 43rd Street, fleeing the scene. Unit#2 then pulled into the next available parking lot. During contact with the driver of Unit#2, an open can of Modelo beer was observed in the cup holder.The driver appeared to have difficulty communicating clearly and did not make complete sense when describing the collision. The driver of Unit#1 is described as a Hispanic male, approximately 30 years of age, 5'8"to 5'10" tall, heavy build, dark hair, short beard,wearing an upside down "LA" logo on a forward facing hat, with sleeve tattoos on both arms, and a nose piercing in his left nostril. Both the driver and one passenger of Unit#2 stated they could positively identify the driver of Unit#1, if seen again. An area check was conducted at the registered owner's address; however, the suspect vehicle was not initially Located. At approximately 1523 hours, I conducted another area check at the RO's address and Located the suspect vehicle parked on the east side of the SummerhiLL apartment complex. I attempted contact at the registered owner's unit(1402).An unknown male answered the door and stated he did not know anyone named Ricardo.The male asked me for Ricardo's middle name. I advised I did not know it. The unknown male then stated that Ricardo had moved out approximately four months ago to a different building and that they had previously worked together. He claimed he did not have a phone number for Ricardo nor did he know his new apartment number. It should be noted that the male who answered the door appeared intoxicated and that the male driver may still reside at the apartment. The victim had uploaded video footage of the driver of Unit#1. 1 reviewed the video and positively identified the male driver as DELIRA, RICARDO (DOB 02/20/1996). Identification was made by comparison to his Washington DOL photo and by the matching distinctive lips tattoo on the left side of his neck. DELIRA committed the following offenses: DELIRA committed the offense of Hit-and-Run-Attended by being involved in an accident with an attended vehicle and failing to stop and remain at the scene to fulfill all statutory duties, including exchanging name, address, insurance information,vehicle License, driver's License, and rendering reasonable assistance. A DOL records check revealed DELIRA is Listed as "Not Licensed-Eligible." DELIRA violated RCW 46.20.005 by operating a motor vehicle without a valid operator's License. DELIRA was also cited via mail for violating RCW 46.30.020, Operating a Motor Vehicle without Liability Insurance as no insurance was provided to the victim and it is assumed that DELIRA This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. I issued DELIRA citations via mail for the above violations. Citation #6A0041072 was issued for the criminal Hit and Run charge, and citation#6A0041073 was issued for the no insurance infraction. Both charges were forwarded to the City of Renton Prosecutor via complaint.
