EXHIBIT C: long-term public benefit of the requested vacation.
JUSTIFICATION FOR VACATION OF UNUSED PUBLIC RIGHT-OF-WAY
Adjacent to Parcel No. 0847100020, Renton, Washington
The Applicant respectfully requests that the City of Renton vacate the unused public right-of-
way located east of Parcel No. 0847100020 pursuant to Chapter 35.79 RCW and applicable
provisions of the Renton Municipal Code.
The requested vacation is consistent with the public interest and will provide substantial
community benefit while preserving the City's land use and housing objectives.
The subject right-of-way has remained unused and unimproved for public transportation
purposes since at least November 25, 1964', when the City acquired its interest through a Quit
Claim Deed. Since that time, the corridor has not functioned as a public street, alley, or
transportation facility and has not been maintained or improved by the City for public use.The
right-of-way therefore no longer serves the purpose for which it was originally acquired and
provides little or no present public benefit.
Importantly, City staff have already indicated that the corridor may be utilized as access for the
proposed four-unit residential development on Parcel No. 0847100020.This acknowledgment'
demonstrates that the corridor's most practical function is to provide access to the adjacent
property rather than to serve any independent municipal transportation purpose.The
requested vacation would formalize and permanently resolve the property's access
configuration while eliminating uncertainty regarding future ownership and maintenance
responsibilities.
The proposed development consists of four residential dwelling units, commonly characterized
as "middle housing," which directly advances Washington State's housing policies encouraging
increased housing opportunities within existing urban areas.The project represents an efficient
use of land within the City limits and contributes to the creation of additional housing inventory
without requiring expansion of the City's urban growth boundaries or extension of municipal
services into undeveloped areas.
Vacation of the right-of-way will facilitate construction of the proposed development and will
result in the creation of additional taxable property value.The completed project will increase
property tax revenues and other local revenue sources while requiring no acquisition of
additional public infrastructure by the City. Existing access can be accommodated through the
corridor, and no new public streets, public facilities, or municipal capital improvements are
required to support the development.
The requested vacation also provides a direct benefit to the City by transferring all future
ownership and maintenance responsibilities to the Applicant. Upon vacation, the Applicant will
assume responsibility for maintenance, repair, drainage, landscaping, access improvements, and
all other obligations associated with the property. The City will no longer bear any responsibility,
liability, or administrative burden associated with ownership of an unused and unimproved
right-of-way.
Furthermore, the vacation will place the property into productive use, improve the appearance
and functionality of the site, and ensure long-term stewardship by the adjacent owner.The
corridor will be incorporated into a professionally designed residential development rather than
remaining an isolated and unused remnant of public property.
For these reasons, the requested vacation serves the public interest, advances local and state
housing objectives, increases the City's tax base, eliminates future municipal maintenance
obligations, and places underutilized land into productive use. Because the right-of-way is not
needed for any current or reasonably foreseeable public purpose, the Applicant respectfully
requests that the City of Renton approve the vacation of the right-of-way East to Parcel No.
0847100020.

I spoke to the engineer,and he would like the right-of-way to the east designed as an alley,which is a 16'wide paved accessway.The
undeveloped right-of-way is approximately 30'wide so the remaining area may need to be paved,and/or a landscape buffer may need to be
constructed.

It was great speaking to you on the phone about parcel 0847100020.I received confirmation about the accessways.First,a 20'-wide driveway
off NE 4th St can be constructed on the parcel.However,the area east of the subject parcel is undeveloped right-of-way.It is likely the project
will be required to construct right-of-way improvement and gain primary access from the right-of-way to the east.
The engineer with the most knowledge of this area is currently out of the office until next week.Once he returns,I will reach out to him about
what the right-of-way requirements are and let you know.Should you have additional questions,please feet free to contact or set up a virtual
