GENERAL DESCRIPTION
The City of Renton is proposing adoption of the updated Arts & Culture Master Plan (Attachment A),
which serves as the City’s guiding framework for arts, culture, and creative economy development.
The Plan updates the original 2010 Arts Plan to reflect current community priorities, City growth, and
the expanded role of arts and culture in placemaking, economic development, and community
identity.
The updated Plan shifts from a primarily programming-focused approach to a broader
implementation framework that integrates arts and culture into City investment, policy, and
development practices. It establishes updated priorities, implementation strategies, and
accountability measures to guide arts and culture work across departments and partnerships.
Once adopted, the Plan will serve as a functional guiding document for implementation and
coordination of arts and cultural investments across the City.
BACKGROUND
The City of Renton adopted its original Arts and Culture Plan in 2010, which established a
foundational framework for public art, cultural programming, and early arts initiatives. Since that
time, Renton has experienced significant growth and change, including increased investment in
downtown development, expanded community programming, and growing recognition of the role
arts and culture play in economic development and quality of life.
The updated Arts & Culture Master Plan responds to these changes by expanding the scope of arts
planning beyond standalone programming into a more integrated approach that aligns arts and
culture with broader City goals, including community development, economic vitality, and
placemaking.
The update was informed by engagement with artists, cultural organizations, City departments, and
community members, and reflects ongoing input gathered through workshops, conversations, and
community feedback opportunities. The Plan also aligns with current City priorities, including
economic development strategies and community investment goals.
COMMUNITY ENGAGEMENT
The Arts & Culture Master Plan update was informed by a comprehensive 2023 engagement
process that included public outreach, stakeholder engagement, and a project steering

committee. The process was designed to ensure input from a broad cross-section of the
community, including residents, artists, cultural organizations, businesses, youth, and institutional
partners.
Engagement included outreach at community events such as the Renton Farmers Market and
seasonal programming, as well as targeted engagement in schools, libraries, parks, and
neighborhood gathering spaces. Broad outreach efforts included the distribution of approximately
3,000 door hangers and supporting digital outreach materials to increase awareness and
participation across the city. Materials were distributed throughout neighborhoods such as Benson
Hill, the Highlands, and Heritage Park, as well as key community sites including schools, libraries,
and community centers. This was supplemented by email outreach through apartment
communities and faith-based networks. Additional engagement tools included surveys, interactive
“wishing” cards, online engagement opportunities, focus groups, stakeholder interviews, and
targeted conversations with downtown businesses, community organizations, schools, libraries,
and other public and nonprofit partners to better understand opportunities and needs across
Renton’s arts and culture ecosystem.
Key themes consistently identified the need to expand equitable access to arts and cultural
opportunities across neighborhoods, increase visibility and consistency of programming in public
spaces, and reduce participation barriers related to awareness, time, and access. Youth feedback,
gathered in partnership with the Renton School District, further emphasized schools as a primary
access point for arts engagement and highlighted strong interest in expanded creative pathways,
internships, and community-based programming. These findings directly informed the priorities,
structure, and implementation approach of the updated Plan.
PLAN COMPONENTS
The updated Arts & Culture Master Plan includes:
• A vision and guiding principles for arts and culture in Renton;
• Strategic priorities focused on public art integration, partnerships, community engagement,
sustainable funding, and implementation;
• An implementation framework with short-, mid-, and long-term actions; and
• A coordination structure supported by interdepartmental collaboration (IDT) and advisory
input from the Renton Municipal Arts Commission to guide delivery across City departments
and partners.
Key strategic priorities include:
• Public Art Integration: Continuing to incorporate public art into City capital projects and
development opportunities to enhance public spaces and community identity.
• Creative Economy Support: Strengthening support systems for artists, creatives, and
creative businesses to work, produce, and grow locally.
• Community Engagement and Access: Expanding opportunities for participation in arts and
culture through accessible, inclusive, and community-informed programming across
neighborhoods.
• Sustainable Funding: Identifying and diversifying funding sources to support long-term
implementation.

• Implementation and Accountability: Establishing clear actions, timelines, and measures to
guide progress and support ongoing evaluation.
The Plan is intended to function as an implementation framework that integrates arts and culture
into broader City systems, rather than as a standalone planning document.
STAFF RECOMMENDATION
Recommend adoption of the 2026 Arts & Culture Master Plan (Attachment A) as a functional plan
guiding arts and culture policy, investment, and implementation across the City of Renton.
IMPACT ANALYSIS
Effect on rate of growth, development, and conversion of land as envisioned in the Plan
The proposed update does not alter the City’s overall growth assumptions. The Plan supports
existing development patterns by integrating arts and culture into public and private development,
enhancing placemaking and community identity within the framework of the Comprehensive Plan.
Effect on the City’s capacity to provide adequate public facilities
No adverse impacts are anticipated. The Plan enhances the City’s capacity to deliver cultural
amenities and public art through coordinated planning, partnerships, and integration with capital
projects and community development efforts.
Effect on the rate of population and employment growth
The Plan does not directly affect population or employment growth but supports economic
development by strengthening Renton’s creative economy, improving quality of life, and enhancing
the City’s attractiveness as a place to live, work, and invest.
Whether Plan objectives are being met as specified or remain valid and desirable
The update strengthens alignment with Comprehensive Plan and City goals related to economic
development, community identity, and cultural vitality. The objectives remain valid and desirable
and are made more actionable through an implementation-focused framework.
Effect on general land values or housing costs
The Plan is not expected to significantly affect land values or housing costs. Arts and cultural
investments typically contribute to community vibrancy and placemaking but do not directly alter
development capacity or zoning.
Whether capital improvements or expenditures are being made or completed as expected
The Plan informs future City investment in arts and culture through the Capital Improvement
Program and biennial budget process. It provides a framework for prioritizing projects and aligning
investments with community goals and available funding.
Consistency with GMA and Countywide Planning Policies

The Plan is consistent with the Growth Management Act and King County Countywide Planning
Policies, supporting goals related to economic development, community livability, equity, and
cultural access.
Effect on critical areas and natural resource lands
No adverse effects are anticipated. The Plan supports responsible public art and cultural
programming in public spaces and encourages environmentally sensitive approaches where
applicable in City-led projects.
