On 6/20/26 at 2308 hours, I on-viewed a blocking disabled vehicle at Main Ave S and S Grady Way, in the City
of Renton, County of King, Washington.
While initially contacting the driver, I was approached by a Washington State Patrol Trooper and learned this
was part of hit-and-run incident to multiple vehicles resulting from a vehicle recklessly fleeing from
Washington State Patrol (WSP). WSP identified the suspect vehicle and positively identified the registered
owner as the driver. Ref#26-013026.
Unit 1 was identified as WA-CUV3765 driven by Kahlil M. Powell (07/03/03). Powell fled from the scene and is
still outstanding. WSP showed me a video of the suspect vehicle prior to it fleeing from me, it is described as a
distinct lime green Dodge charger.
Unit 2 was identified as WA-BMX5903 driven by Emi O. Coughlin (06/27/74,verified by WADL). Unit 2 stated
she was driving northbound on Benson Rd S approaching the Main Ave S intersection. When Unit 1 made a
right hand turn from Main Ave S onto Benson Rd S. While doing so, he lost control of the vehicle and partially
struck the front end of Unit 2 before fleeing southbound on Benson Rd S. Unit 1 was described as a green
vehicle. Unit 2 would like to pursue charges for hit-and-run.
Unit 3 was identified as WA-CSZ8939 driven by Modou Wade (03/06/86,verified by WADL). Unit 3 stated he
was driving southbound on Benson Rd S coming from the Main Ave S intersection. When Unit 1 approached
from its rear, passing on the passenger side clipping the front passenger side quarter panel on Unit 3. He
described Unit 1 as a green sedan. Unit 3 did not want to pursue charges for hit-and-run.
I observed that Unit 2 was now missing a front bumper. Unit 3 had minor damage to his front passenger side
quarter panel which had the same distinct lime green paint transfer from Unit 1.
No reported or obvious injuries.
I established probable cause to charge Kahlil M. Powell (07/03/03)with Hit-and-run attended (RCW 46.52.020)
by striking Emi O. Coughlin's (06/27/74)vehicle and making no attempt to stop and exchange information.
