NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS)
A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes
the application and the necessary Public Approvals.

PROJECT DESCRIPTION: The applicant, Puget Sound Energy (PSE), is requesting an Administrative Variance, a Critical Areas Exemption and Environmental (SEPA)
Review for a security fence replacement at the SWARR Peak Shaving Facility (SWARR), an energy facility operated by PSE at 2100 Benson Dr S (APN 2023059071). The proposed fence is within
the interior of the property, covering an area approximately five acres in size, and ranges from eight feet (8') to twelve feet (12') tall depending on the slope of the terrain. The
maintenance and repair work for the perimeter security fence includes several access gates, security cameras, and electrical components to operate the cameras and the motorized gate
access points. A total of 354 trees were inspected at and around the site. The proposal includes tree removal of fifty nine (59) trees, forty two (42) of the trees are proposed for removal
because they are dead or failing and would endanger the construction staff, and the remaining seventeen (17) trees are proposed for removal because they impede the fence construction.
On this site, the stream is both piped and not piped; where the fence is located, the stream is piped. According to City of Renton (COR) Maps, the following critical areas are on site:
a fish bearing stream called Rolling Hills Creek; high and moderate coalmine hazards; high erosion hazards; high and moderate landslide hazards; and, protected slopes (>40% & <= 90%).
As part of the application, an Environmental Checklist, a Geotechnical Report, a Drainage Report, a Stream Assessment, and an Arborist Report were submitted.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed
project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for
the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance
(DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
