EH10551 CASE# 26-00069 OF COLLISION 01/03/26 15:22 OF CbLLI510N NARRATIVE 26-00069 This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 01/03/2026 at approximately 1522 hours, myself, Officer R. Watson, was dispatched to an accident with no injuries and non-blocking, at the intersection of Hayes PL SW and Renton AVE EXT, within the City Limits of Renton, County of King, State of Washington. Dispatch notes stated that there were two vehicles involved and there was a language barrier between involved parties. When I arrived on scene, I observed a black sedan and silver SUV in the parking lot of Nacelle Apartments. Both male occupants were standing outside. Unit#1 driven by Gerson L. Castro-Carrillo (DOB 12/04/2003) verified by WA DOL photo, stated he was driving a Black 2016 Chevy Cruz, WA plate CPC6586. There were no other occupants in the vehicle. Gerson said that he went to pull out of the parking lot onto Hayes PL SW when unit#2 came down the road fast and collided with the front of this vehicle. Castro said he was not injured and declined aid. When I asked for Castro's license, registration and insurance, he was able to provide me with his WA State ID Card and registration. He said he did not have a license or insurance for the vehicle. Unit#1 had moderate damage to the front the vehicle, no airbag deployment and was able to be driven from the scene. Unit#2 driven by Amandeep Singh (DOB 06/10/1985) verified by WA DOL photo, stated he was driving a Silver 2021 Toyota Highlander, WA plate BZF2021. There were no other occupants in the vehicle. Amandeep said that he was taking a right turn from Renton AVE EXT (eastbound) onto Hayes PL SW (southbound) when unit#1 came out of the parking lot without looking and collided with the right side of his vehicle. Amandeep said he was not injured and declined aid. When I asked for Amandeep's license, registration and insurance he was able to provide me with all documents. Unit #2 had moderate right side damage, no airbag deployment and was able to be driven from the scene. An independent witness, Sheri, who lived at the apartment complex said that she saw unit#1 pull into traffic without clearing the roadway and collided with unit#2. An exchange of information was completed and provided to each party. Pictures were uploaded to Evidence.com and a citation was given to the driver of unit#1, citation #6A0058541, for driving without a valid license with ID and no valid insurance.
