EH15093 CASE# 26-4899 OF COLLISION 06/23/26 08:51 OF CbLLI510N NARRATIVE 26-4899 ACCMDP ON 6/23/2026 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the City of Renton. I added myself to a call of an on-viewed collision that had just occurred near the intersection of NE Sunset Blvd and Union Ave NE Renton/King/WA. Officers were on scene advising that Medic One was required. I arrived on scene and located the victim, identified by his WADL as David A Gillum DOB: 7/16/1987. David was lying near metal pipes protruding from the ground on the northeast corner of the Chevron property at 4044 NE Sunset Blvd. David had significant, visible, head trauma. Lying nearby was a black Voro Motors Roadrunner Pro (SN: 202306161). The Roadrunner had damage to the handlebars and a crack between the handlebars and frame. Medic One personnel evaluated David on scene and determined he needed to be transported to Harborview for further treatment. Officer Ridgeway advised his Axon dash camera caught the collision. I reviewed the camera and observed the following. Officer Ridgeway and several other Officers were driving north in Union Ave NE and pulled into the southern entrance of The Sage Apartments located at 1150 Union Ave NE. Before Officer Ridgeway enters the complex, David exits on the Roadrunner and drives north on Union Ave NE. As Officer Ridgeway comes over the hill and enters the intersection you can see David attempting to turn west on NE Sunset Blvd but is unable to navigate the turn. He strikes the curb on the northwest side of the intersection, loses control, and leaves the roadway. He drives through the grass area and strikes the metals poles. Officers on scene told me that the Roadrunner was still underneath David and they had moved it out of the way to render aid. They also said that he had been wearing a motorcycle helmet while he was riding but that it was not on him when they began to render aid to him. The Roadrunner was impounded by Bankers Towing and entered into the RPD Evidence Garage. Photographs of the scene and the dash camera were uploaded to Axon Evidence. Officer Arnold spoke with the owner of the Chevron who advised that he had surveillance video of the collision and was sent an Axon Link. There were two employees working in the Beanwater Espresso Stand near the collision site, they advised they did not witness the incident. Nothing further.
