Dear Nicole,
On June 3, 2025, Soundview Consultants LLC (SVC) conducted a wetland and fish and wildlife habitat
reconnaissance investigation of the 5.17-acre property located at 5412 and 5416 Northeast 5th Place,
within the city of Renton, Washington (King County Tax Parcels 7708201200 & 1023059042). The
purpose of the reconnaissance site investigation was to assess the feasibility of development on the
subject property. Below is a summary of our findings from the June 2025 site investigation.
Background information
Prior to the site investigation, SVC staff conducted background research using the Washington
Department of Fish and Wildlife (WDFW) Priority Habitat and Species (PHS) database, Washington
Department of Natural Resources (DNR) stream typing map, King County Wetland Inventory Maps,
the King County Sensitive Areas map, the King County Hydrography and Hydrology Map, the U.S.
Fish and Wildlife Service (USFWS) National Wetlands Inventory (NWI), and Northwest Indian
Fisheries Commission (NWIFC) Statewide Washington Integrated Fish Distribution (SWIFD)
database.
The King County Sensitive Areas map, the King County Hydrography and Hydrology Map, the
WDFW PHS database, and USFWS NWI Map do not show any wetlands or streams onsite. The King
County Sensitive Areas map, USFW NWI map, and WDFW PHS map show one wetland to the north
within 300 feet of the property. The NWIFC-SWIFD Maps does not identify streams on or adjacent
to the subject site. The DNR Stream Typing Map identifies one stream bisecting the subject property
from south to north. One wetland had previously been delineated onsite in the south-central portion
of the property and one stream had previously been identified bisecting the property flowing from
south to north.
The King County Sensitive Areas map, the King County Hydrography and Hydrology Map, and The
NWI maps show one stormwater feature to the north of the subject property.
According to the USFWS IPaC mapping database, marbled murrelet (Brachyramphus marmoratu), yellow-

billed cuckoo (Coccyzus americanus), northwestern pond turtle (Actinemys marmorata), and bull trout
(Salvelinus confluentus) have the potential to occur within 300-feet of the subject property.
Methods
Critical area determinations were made using observable vegetation, hydrology, and soils, in
conjunction with data from the U.S. Geological Survey (USGS) topographic maps, the Natural
Resources Conservation Service (NRCS) Soil Survey, and various ortho-photographic resources. The
site investigation was performed by qualified SVC staff in June of 2025. The reconnaissance
investigation consisted of a walk-through survey of accessible areas on the subject property for
potentially regulated wetlands, fish and wildlife habitat, and/or priority habitat species, and a visual
survey of all accessible areas adjacent to the subject property.
Wetlands, streams, and select fish and wildlife habitats and species are regulated features per Renton
Municipal Code (RMC) 4-3-050- Critical Area Regulations and subject to restricted uses/activities
under the same title. Wetland presence/absence was determined in accordance with RMC 4-3-050G.9
and as outlined in the U.S. Army Corps of Engineers (USACE) Wetlands Delineation Manual
(Environmental Laboratory, 1987), as modified according to the guidelines established in the Regional
Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and
Coast Region, Version 2.0 (USACE, 2010). Following classification and assessment, all wetlands were
rated and categorized using the updated Washington State Wetlands Rating System for Western
Washington – 2014 Updated, Version 2.0 (Hruby and Yahnke 2023) and guidelines established per
RMC 4-3-050G.9.c.
Results
The subject property contains two single-family residences and a maintained lawn area on the eastern
portion of the parcel, and forest encompassing the remainder of the property. There is some
landscaping near the residences and a small dry swale parallel south to the southernmost residence.
The site is generally flat with a gentle slope from the east and the west toward the center of the
property. The eastern portion of the site was largely accessible, and the forested section lacked
accessibility due to dense brush and Himalayan blackberry. Two potential wetlands (Wetlands A and
B) were identified onsite during the June 2025 reconnaissance investigation. Two wetlands (Wetlands
1 and 2) were identified offsite, one to the north and one to the south of the subject property. One
likely non-regulated stormwater pond was identified to the north of the subject property.
Vegetation onsite in the forest area consisted primarily of bigleaf maple (Acer macrophyllum), vine maple
(Acer circinatum), black cottonwood (Populus balsamifera), western swordfern (Polystichum munitum),
creeping buttercup (Ranunculus repens), western red cedar (Thuja plicata), twinberry honeysuckle (Lonicera
involucrate), salmonberry (Rubus spectabilis), red alder (Alnus rubra), and non-native invasive Himalayan
blackberry (Rubus armeniacus). Vegetation in the onsite lawn area consisted primarily of orchard grass
Kentucky bluegrass (Poa pratensis).
No other wetlands or streams were observed onsite or within 300 feet of the subject property during
the June 2025 reconnaissance investigation.

Wetland Findings
Wetland A is located in the southcentral portion of the subject property and abuts the southern
property boundary. Wetland A is preliminarily rated as a Category III wetland with a habitat score of
4. Per RMC 4-3-050G.2, Wetland A is subject to a standard 75-foot buffer, or a reduced buffer of
56.25 feet per RMC 4-3-05I.1. A 15-foot building setback is required per RMC 4-3-050G.2.
Wetland B is located in the southcentral portion of the subject property to the east of Wetland A.
Wetland B is preliminarily rated as a Category III wetland with a habitat score of 4. Per RMC 4-3-
050G.2, Wetland B is subject to a standard 75-foot buffer, or per RMC 4-3-05I.1. a reduced buffer of
56.25 feet. A 15-foot building setback is required per RMC 4-3-050G.2.
Offsite Wetland 1 is located offsite to the north of the subject property. Offsite Wetland 1 is
preliminarily rated as a Category III wetland with a habitat score of 6. Per RMC 4-3-050G.2, Wetland
1 is subject to a standard 100-foot buffer, or a reduced buffer of 75 feet per RMC 4-3-05I.1. A 15-
foot building setback is required per RMC 4-3-050G.2.
Offsite Wetland 2 is located offsite to the south of the subject property. Offsite Wetland 2 is
preliminarily rated as a Category III wetland with a habitat score of 5. Per RMC 4-3-050G.2, Wetland
2 is subject to a standard 100-foot buffer, or a reduced buffer of 75 feet per RMC 4-3-05I.1. A 15-
foot building setback is required per RMC 4-3-050G.2
Offsite Stormwater Pond
One likely non-regulated stormwater pond was identified offsite to the north of the subject property
that is associated with the Shamrock plat development. As Built documents from the Shamrock plat
display that the stormwater pond was likely excavated from non-wetland conditions. Per RMC 4-3-
050B.1 “wetlands do not include those artificial wetlands intentionally created from non-wetland sites, including, but
not limited to, irrigation and drainage ditches, grass lines swales, canals, detention facilities, farm ponds, and landscape
amenities”. As such, the offsite stormwater pond is likely a non-regulated feature and no buffer should
be warranted. However, if the stormwater pond was excavated from wetlands associated with the
Shamrock development, then the stormwater pond may be potentially regulated as a wetland.
Lack of Onsite Drainage
The DNR Stream Typing Map identifies one stream bisecting the subject property from south to
north. In 2016, SVC identified a drainage in the central area of the site out letting from Wetland A
and flowing north. During the June 2025 reconnaissance investigation, no drainage feature was
observed in the central area of the site. However, as the central area of the site is covered in dense
Himalayan blackberry, which makes detailed field observations difficult, there is the potential that
there might be a drainage feature located beneath the dense blackberry that was obscured from view
during the 2025 reconnaissance investigation.
Next Steps
Next steps would likely include a formal wetland delineation effort and additional site review to
delineate the observed wetlands and verify that no drainage feature is present onsite. Data collected
during a formal wetland delineation would be utilized to complete a formal wetland and fish and
wildlife habitat assessment report.

Disclaimer
SVC’s findings are based on conditions present at the time of the reconnaissance and considered
preliminary until validated through a formal wetland and habitat review process.
Conclusion
SVC staff documented onsite vegetation, hydrology, and examined soils from test pits throughout the
site to assess wetland conditions throughout the subject property during the June 2025 reconnaissance
investigation. Two potential wetlands (Wetlands A and B) were identified onsite, in the southcentral
portion of the subject property. Two offsite wetlands (Wetlands 1 and 2) were identified offsite to
the north and south of the subject property. One likely non-regulated stormwater pond was identified
offsite to the north of the subject property. The mapped and previously identified onsite drainage
feature was not observed by SVC during the June 2025 site visit.
