project site for the Off-Campus Emergency Department (OCED). Sign
announcing the meeting was posted at 4:30pm on the day of the meeting.
Meeting was scheduled from 5:30pm to 6:30pm. No individuals attended or
commented on the project. Meeting presenter removed the signage and left
the site at 6:30pm.
