Subject: Hazardous Waste procedures
PURPOSE
This memorandum outlines the mandatory construction activity standards applicable to this project, which is
located within the City of Renton's Aquifer Protection Area (APA). Because construction vehicles will be refueled on
site and/or hazardous materials exceeding twenty (20) gallons will be stored, dispensed, used, or handled, all
provisions of Renton Municipal Code (RMC) Section 4-3-050 apply to all site activities.
REQUIRED COMPLIANCE MEASURES
All personnel shall adhere to the following standards throughout the duration of construction:
1. Designated Site Person
A designated person shall be present on site during all operating hours. This individual is responsible for supervising
hazardous material use, storage, and handling, and shall take immediate mitigating action in the event of a fire or
spill.
2. Secondary Containment
All hazardous material storage, dispensing, and refueling areas shall be equipped with secondary containment per
RMC 4-3-050H2d(i). Use and handling areas shall also be contained to the greatest extent practicable.
3. Securing Hazardous Materials
When the site is unsupervised, all hazardous materials must be secured against unauthorized public access.
Acceptable methods include locked storage sheds, locked fencing, or locked fuel tanks on construction vehicles.
4. Leaking Vehicles and Equipment
Any construction vehicle or equipment found to be leaking fuel, hydraulic fluid, or other hazardous materials shall
be removed from the site and the APA, or repaired in place, as soon as possible. Equipment may remain on-site only
if leakage is fully contained.
5. Flammable and Combustible Liquids
Storage and dispensing of flammable and combustible liquids shall comply with RMC 4-3-050 and Uniform Fire Code
Section 7904.2, as adopted or amended by the City of Renton.
6. Clean-Up Equipment
Adequate spill response equipment and supplies for a worst-case release shall be maintained on site and stored in
close proximity to hazardous materials at all times.
7. Unauthorized Releases
Any unauthorized release (as defined in RMC 4-11-210) shall be immediately contained, reported, and cleaned up
per RMC 4-9-015G. All contaminated soil, water, and materials shall be disposed of in accordance with applicable
state and local requirements.
8. Pesticide and Fertilizer Application
Application of pesticides and fertilizers shall comply with RMC 4-3-050H3, governing use within APA Zones 1 and 2.
9. Hazardous Materials Management Statement (HMMS)

A Hazardous Materials Management Statement (as described in RMC 4-8-120D8) must be submitted to and
approved by the City of Renton prior to issuance of any permit governing construction activity within the APA.
ACTION REQUIRED
All subcontractors and site personnel are responsible for understanding and complying with these requirements.
Questions regarding this memorandum or applicable RMC provisions should be directed to the Project Manager.
Non-compliance may result in stop-work orders, regulatory penalties, or permit revocation.
