SEPA1 Environmental Checklist
Purpose of checklist
Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization, or
compensatory mitigation measures will address the probable significant impacts or if an environmental impact
statement will be prepared to further analyze the proposal.
Instructions for applicants
This environmental checklist asks you to describe some basic information about your proposal. Please answer
each question accurately and carefully, to the best of your knowledge. You may need to consult with an
agency specialist or private consultant for some questions. You may use “not applicable” or “does not apply”
only when you can explain why it does not apply and not when the answer is unknown. You may also attach
or incorporate by reference additional studies reports. Complete and accurate answers to these questions
often avoid delays with the SEPA process as well as later in the decision-making process.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time
or on different parcels of land. Attach any additional information that will help describe your proposal or its
environmental effects. The agency to which you submit this checklist may ask you to explain your answers or
provide additional information reasonably related to determining if there may be significant adverse impacts.
Instructions for lead agencies
Please adjust the format of this template as needed. Additional information may be necessary to evaluate the
existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist
is considered the first but not necessarily the only source of information needed to make an adequate
threshold determination. Once a threshold determination is made, the lead agency is responsible for the
completeness and accuracy of the checklist and other supporting documents.
Use of checklist for nonproject proposals
For nonproject proposals (such as ordinances, regulations, plans and programs), complete the applicable parts
of sections A and B, plus the Supplemental Sheet for Nonproject Actions (Part D). Please completely answer all
questions that apply and note that the words "project," "applicant," and "property or site" should be read as
"proposal," "proponent," and "affected geographic area," respectively. The lead agency may exclude (for non-
projects) questions in “Part B: Environmental Elements” that do not contribute meaningfully to the analysis of
the proposal.

Evaluation for mapped on-site steep slopes included in Geotechnical Engineering Services

11. Give brief, complete description of your proposal, including the proposed uses and the
size of the project and site. There are several questions later in this checklist that ask you
to describe certain aspects of your proposal. You do not need to repeat those answers on
this page. (Lead agencies may modify this form to include additional specific information
on project description.)
The project proposes the reuse of an existing ~16,500 square foot commercial building in
Renton to accommodate a freestanding off-campus emergency department (OCED) and an
outpatient medical office. Improvements are primarily limited to interior renovations, with
replacement of the exterior cladding, and parking lot reconfiguration, with no expansion of
the building footprint and continued use of existing utilities and access. The facility will
provide 24/7 emergency medical services for non-life-threatening conditions, with minimal
anticipated off-site or environmental impacts

B. Environmental Elements
1. Earth

Fully developed with building, parking, and walkways. Site is generally flat with sloped
access points to adjacent streets.

agricultural land of long-term commercial significance and whether the proposal
results in removing any of these soils.
The soil explorations observed Recessional Outwash soils ranging in depth from 8.5 to
41.5 feet below ground surface. These soils generally consisted of loose to dense sand
with variable silt and gravel contents.
Generally speaking, Recessional Outwash soils in the upper portion of the soil profile
contained a higher percentage of silt than those encountered at depth. Soils in the
upper portion of the profile were loose to medium dense, and the relative consistency
of their Recessional outwash tended to increase with depth. The transition between the
upper Recessional Outwash soils (typically containing a higher fines content with
relative constancies between loose and medium dense) and the lower Recessional
Outwash soils (lower fines content and medium dense to dense) varied but typically
occurred between depths of about 10 and 20 feet bgs.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If
so, describe.
None known or anticipated.
e. Describe the purpose, type, total area, and approximate quantities and total affected
area of any filling, excavation, and grading proposed. Indicate source of fill.
The project proposes only minimal earthwork associated with the new walkways/ramps,
entrances, drop-off, and minor utility revisions. Large-scale grading or excavations are
not proposed.
f. Could erosion occur because of clearing, construction, or use? If so, generally describe.
No erosion is expected. Site clearing is not proposed. Underlying soil will only be
exposed with utility excavation and hardscape removal and restoration. Given the
existing flat grades and the implementation of erosion control BMPs, erosion is not
expected to be an issue.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
The existing site has an approximate impervious surface coverage of 85.7%. The
proposed impervious surface cover is 83.9%; therefore the project proposal does not
significantly modify the impervious surface coverage.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any.
Erosion control practices and Best Management Practices (BMPS) in compliance with
the City and Department of Ecology regulations include silt fences, straw wattles, plastic
covering, and other best management practices.

2. Air

operation, and maintenance when the project is completed? If any, generally describe

Dust from excavation activities, equipment exhaust from heavy machinery, and
chemical odors from the preparation of asphalt placement may be expected during
construction. After the project is completed, only exhaust from vehicles entering and
exiting the site is anticipated. Diesel powered electrical generator will be tested monthly
for 30 minutes.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If
so, generally describe.
No off-site sources of emissions are known or expected to affect this proposal.
c. Proposed measures to reduce or control emissions or other impacts to air, if any:
Emissions during construction will be reduced as much as possible by following
approved BMPs and limit running equipment to times of use. Diesel generator will be
specified and manufactured to follow current EPA Tier 4 standards.
3. Water

b. Ground:

On-site stormwater runoff will be collected and conveyed to the existing on-site
storm drainage system. The project proposes to utilize the “Cost Exemption for
Parcel Redevelopment Projects” to be exempt from this Minimum Requirement #8 –
Water Quality because the existing drainage system is currently properly functioning
and the project only proposes 399 SF of NEW impervious surfaces.
If the exception cannot be obtained, the project can install water quality treatment
structures to satisfy the project’s drainage requirements. The new structures would
treat the required stormwater runoff before entering the existing underground
detention vault. The vault outfalls to the existing City system in Kirkland Avenue NE.
2. Could waste materials enter ground or surface waters? If so, generally describe.
Not anticipated.
3. Does the proposal alter or otherwise affect drainage patterns in the vicinity of the
site? If so, describe.
No. The project will maintain all existing drainage patterns.

4. Plants

Electricity, natural gas, and oil will be used to power construction equipment. After the
completion of the project, electricity will provide power to the building and natural gas
will be used for heating.

The project is not anticipated to impact the solar energy potential of adjacent properties
any more significantly than it is today.
c. What kinds of energy conservation features are included in the plans of this proposal?

Project will be exceeding allowable lighting density by a minimum of 10% and targeting
20%. Where possible project will implement automatic lighting controls. Additionally,
per WSEC, project will install photovoltaics on the roof to produce a minimum of
0.5w/sf. Exterior walls will be insulated to current code requirements.
7. Environmental health

uses.
The site is not known or anticipated to have any possible contamination.
2. Describe existing hazardous chemicals/conditions that might affect project
development and design. This includes underground hazardous liquid and gas
transmission pipelines located within the project area and in the vicinity.
No known or anticipated hazardous chemicals/conditions are present on-site.
3. Describe any toxic or hazardous chemicals that might be stored, used, or produced
during the project's development or construction, or at any time during the
operating life of the project.
Fuel for construction equipment will be used and may be stored on-site during
construction in compliance with State regulations for proper equipment storage.
After completion of the project, any chemicals or fertilizers associated with a
medical use building will be located on-site. The proposed generator will include a
double walled diesel fuel tank located within the building and will meet all current
local and state regulations.
4. Describe special emergency services that might be required.
During construction, a safety plan will be provided which includes emergency spill
responses in compliance with State regulations. The completed project provides
additional emergency services in the area.

Recommended best management practices for environmental health hazards caused
by construction will be implemented.
b. Noise
1. What types of noise exist in the area which may affect your project (for example:
traffic, equipment, operation, other)?
Vehicular traffic will create minimal noise impacts.
2. What types and levels of noise would be created by or associated with the project
on a short-term or a long-term basis (for example: traffic, construction, operation,
other)? Indicate what hours noise would come from the site)?
3. Short-term noise disturbances include construction equipment and activities. Long-
term noise disturbances include vehicular traffic to and from the site along with
noise from emergency vehicular traffic to the site. During operation of the
emergency department, the diesel powered electrical generator will be tested on a
monthly basis. Testing duration is 30 minutes and would occur during normal
business hours. Proposed measures to reduce or control noise impacts, if any:
Construction will only occur during daylight hours to minimize the impact of short-
term noise disturbances. Diesel-powered electrical generator will be specified to be
under the allowable limit of noise to the adjacent properties.
8. Land and shoreline use

The site was formerly operated as a Rite Aid store and pharmacy. This proposal will not
affect any current land uses on adjacent properties.

describe. How much agricultural or forest land of long-term commercial significance
will be converted to other uses because of the proposal, if any? If resource lands have
not been designated, how many acres in farmland or forest land tax status will be
converted to nonfarm or nonforest use?

be retrofitted for the proposed use.

Commercial Mixed Use – CMU.

Not applicable – the site is not within a shoreline master program designation.

Yes – steep slopes are mapped on the property per City GIS. The Geotechnical Engineer
Services Report has confirmed that these steep slopes do not exist on-site.
i. Approximately how many people would reside or work in the completed project?
Approximately 18.
j. Approximately how many people would the completed project displace?
None. The site does not contain any residential uses or housing.
k. Proposed measures to avoid or reduce displacement impacts, if any.
None required.

The project is a conditional use to the CV zoning. The proposed use is consistent with
the built urban environment around the site, and the OCED use will provide critical
health services to the community.

The single-story building height is 24’ to top of parapet, 28’ to top of rooftop air handler
screening. Exterior building materials are metal panels, horizontal aluminum wood look
linear panels, stone look concrete panels, storefront with glazing.
b. What views in the immediate vicinity would be altered or obstructed?
Views from the vicinity of the project will not be significantly altered from the existing
condition since this project is a tenant improvement of the existing building.
c. Proposed measures to reduce or control aesthetic impacts, if any:
Meeting the City’s exterior elevation requirements and providing screening for rooftop
mechanical equipment.
11. Light and glare

The proposed building windows may produce some glare around sunrise and sunset.
Some glare may also occur at night from vehicular traffic. Updated site and building
lighting will increase visibility on-site but will be designed to avoid light pollution to
adjacent properties.
b. Could light or glare from the finished project be a safety hazard or interfere with
views?
It is not anticipated to be a safety hazard or impact neighboring views.
c. What existing off-site sources of light or glare may affect your proposal?

Lighting upgrades will be concentrated to only on-site areas and will avoid light pollution
to adjacent properties. No other mitigation measures are necessary or required.

Meadow Crest Park/playground is approximately 1,300 feet north of the project site
and McKnight Middle School play areas are approximately 1,250 feet west of the
project site.

opportunities to be provided by the project or applicant, if any:

13. Historic and cultural preservation

There are no known cultural resources on the project site; therefore, the project does
not anticipate causing any loss or change to cultural resources.
14. Transportation
Find help with answering transportation questions16
a. Identify public streets and highways serving the site or affected geographic area and
describe proposed access to the existing street system. Show on site plans, if any.
NE Sunset Blvd (State Highway 900), Kirkland Avenue SE, and NE 12th Street. The project
will utilize the existing vehicular accesses to the site.
b. Is the site or affected geographic area currently served by public transit? If so,
generally describe. If not, what is the approximate distance to the nearest transit
stop?
Yes, there is an existing bus stop along the Kirkland Avenue NE street frontage.
c. Will the proposal require any new or improvements to existing roads, streets,
pedestrian, bicycle, or state transportation facilities, not including driveways? If so,
generally describe (indicate whether public or private).
The project will provide the required ADA parking and pedestrian access to the site from
the right-of-way, and the necessary bicycle parking. No other such improvements are
required.
d. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or
air transportation? If so, generally describe.
No.
e. How many vehicular trips per day would be generated by the completed project or
proposal? If known, indicate when peak volumes would occur and what percentage of
the volume would be trucks (such as commercial and nonpassenger vehicles). What
data or transportation models were used to make these estimates?
The project proposal will generate 467 fewer daily trips, 13 fewer AM Peak Hour trips,
and 61 fewer PM Peak Hour trips than the existing Rite Aid and pharmacy use, therefore
a net reduction in all vehicular trip calculations.
f. Will the proposal interfere with, affect, or be affected by the movement of agricultural
and forest products on roads or streets in the area? If so, generally describe.
No.
g. Proposed measures to reduce or control transportation impacts, if any:

15. Public services

No. Due to the reduction in total vehicular trips for the project proposal, it is anticipated
that the need for public services would likely be increased from the existing Rite Aid
store and pharmacy. The project provides much needed medical services to the area.
b. Proposed measures to reduce or control direct impacts on public services, if any.
Adequate site design to best support vehicular needs.
16. Utilities

b. Describe the utilities that are proposed for the project, the utility providing the
service, and the general construction activities on the site or in the immediate vicinity
which might be needed.
The project does not propose storm drainage water quality or flow control
improvements. As described in Section 3.c.1, the project proposes to utilize the “Cost
Exemption for Parcel Redevelopment Projects” to be exempt from water quality
requirements.
If the exception cannot be obtained, the project can install water quality treatment
structures to satisfy the project’s drainage requirements. The new structures would
treat the required stormwater runoff before entering the existing underground
detention vault.
The project site is located within the East Lake Washington Drainage Basin and is subject
to the Peak Rate Flow Control Standard (Existing Conditions), therefore the proposed
runoff peak flow rates will match (or be slightly lower than) the peak flow rates of the
current/existing site conditions. The project proposes a net reduction in impervious
surfaces when compared to the existing condition, therefore it is confirmed that the
peak flow rates of the project proposal will meet the requirement of Basin Control
Standard and the project is not required to modify the existing flow control facility or

install a new one. WWHM backup will be provided in the Drainage Report included in
the CUP submittal to confirm.
The existing water and sewer services will be maintained with the project
improvements. Existing utility services, such as gas, telecommunications, and power,
may be modified to enter the building at new locations based on the proposed floor
plan. Coordination with the utility purveyors is forthcoming.
