EH 16739 CASE# 26-5037 DATE AND TEMEOF COLLISION06/28/26 01:12 NARRATIVE 26-05037 On 06/28/2026, 1 was working as a uniformed police officer for the city of Renton. At approximately 0113 hours, I was dispatched to an injury collision in the 2900 block of N 3rd St. Investigation ultimately determined this was a hit-and-run collision with the single driver involved arrested for Driving under the influence (DUI)-RCW 46.61.502. Portions of my involvement in the incident were captured on my department-issued bodycam. Any statements referred to have been paraphrased and summarized. When I arrived on scene, I located unit 1 in the grass just south of the roadway. It was facing south and found unoccupied. There was extensive damage to the front end of it, to include both front wheels having been removed. A utility pole was situated about 20-30 feet from unit 1. The base of it was crooked, as if it were struck by a vehicle. It was made of dark brown wood, yet a good portion of it now had a lighter color of wood exposed. The wires that strung from the pole to others nearby were hanging lower than they traditionally do. I spoke to a reporting party (RP)who advised they saw the driver of the vehicle flee on foot north on Jefferson Ave NE, towards Renton Technical College (3000 NE 4th St). The information made available to officers at this point described the suspect as a Hispanic male in his 30s, wearing a gray shirt and black pants. This RP added that the male also had long shoulder-length hair and gauges in his ears. Shortly after I broadcast this information on police radio, Officer Deighan located an individual matching this description in 600 block of Kirkland Ave NE. I continued to speak with this RP, Larisa M Meade (02/22/1990-WA DoL photo)who advised she did not see the collision happen and only heard it. I spoke to another pedestrian nearby,who identified herself as Maribel De La Cruz Munoz (03/06/2004-WA DoL photo), who provided me a recorded statement.Throughout our interaction, I gathered the following: She advised she also did not see the collision, only heard it. After running outside from her nearby apartment, she approached the vehicle and found a male in the front driver's seat. There was nobody else in the vehicle. She assisted the man out of the vehicle, who could not get out via traditional methods due to the heavy mechanical damage to the front driver's side door. After helping him out, she went across the street,which is when she claimed the driver then disappeared without a trace. She was confident she would recognize the driver if she saw him again. Officer Turner then transported the suspect, Lazaro Soto (12/13/1995-WA DoL photo) back to the scene. I read Maribel the Pre One-on-One admonitions, verbatim, from my department-issued codebook. She stated she understood and subsequently identified Lazaro as the driver of the vehicle involved in the collision with 100% confidence. Officer Turner then placed Lazaro under arrest for Hit-and-run (unattended) and DUI. I captured photos of the scene and later uploaded them to the case via AXON Capture. I assisted Officer Turner throughout the DUI. At no point did Lazaro offer an explanation as to what happened. I was never told by another officer or witness what transpired either. Based off what I observed at the scene, I believe that unit 1 was headed westbound on NE 3rd St in the moments leading up to the collision. It then crossed over into the eastbound lanes of travel, went up onto the curb, and hit the utility pole.The collision likely occurred at speeds well above the posted limit of 35mph due to the extensive damage to the pole and vehicle. This theory is further supported by the great distance between the pole (initial point of impact) and where unit 1 came to a rest. Hours later, around 1245 hours, the vehicle was towed from the scene by Bankers Towing. The lengthy delay between the collision and removal of unit 1 was due to the need to stabilize the utility pole. If unit 1 were removed prior, it was possible that the balance of the pole could have been jeopardized.
