Renton Case#26-5086
On 06/29/2026 at 1821 hours I was dispatched to 200 S 3rd St, in the City of Renton, King County, Washington.
I was responded to the call of a recent non-injury, non-blocking, motor vehicle collision. This incident was
captured on my body worn video camera.This report is a summation of events that occurred and is not
an exact sequence of events.
Upon arrival, I contacted both involved vehicles pulled over on the northside of the roadway in the 200
block of S 3rd St.
I identified Unit 1 as a white 2014 Chevrolet Spark(VIN#KL8CD6S93EC484731) being driven by the
owner of the vehicle, identified as Candida H Cerranto(DOB 03/29/2002).As Cerranto's primary
Language is Spanish, all communication with her was done via Language Line.
I identified Unit 2 as a black 2023 Hyundai Elantra (WA LIC#CRV3409) being driven by the registered
owner of the vehicle, identified by his WA DL as Waseem Seirawan (DOB 06/14/1978).
Unit 1 driver advised that she did not have a WA DL or vehicle insurance. Unit 1 driver further advised that
she has never been issued, by any state, a DL or ID CARD. In performing an ACCESS/WA DOL search, I
was unable to find any record of Unit 1 driver and was unable to further confirm her identity.
Unit 2 driver provided me with his WA DL,vehicle insurance and registration.
In speaking with both parties,they advised each had been traveling east on S 3rd St,with Unit 1 in the
number 2 lane(right lane)and Unit 1 in the number 1 lane (left lane).As they approached the entrance to
Safeway, located at 200 S 3rd St, Unit 1 vehicle performed an improper turn and cut across Unit 2's lane
of travel, striking the front right of Unit 2 vehicle.
I observed damage to both involved vehicle consistent with the version of events provided. I took pictures of
each vehicle and sustained vehicle damage and later uploaded all photos to Axon Evidence.
I provided each unit involved with a business card, case number and answered their remaining questions.
I then cleared the scene.
This incident occurred in the sCity of Renton,King County,Washington State.
