PROJECT DESCRIPTION:The applicant is requesting a Shoreline Exemption to construct a new 6,823 sq. ft.
single-family home with an attached garage on the property located at 3111 Mountain
View N (APN 3342103860). The property is located within the Residential-8 (R-8) zone
and is situated on the shoreline of Lake Washington in the Shoreline Residential
designation, Reach E. Adjacent properties are zoned R-8. An existing 2,500 square
foot single-family residence on the property would be removed. The standard shoreline
setback and conservation buffer along Lake Washington is 100 feet. The existing
single-family residence is currently located 80-feet away from the ordinary high water
mark (OHWM), which is within the required 100-foot shoreline setback. The proposed
footprint of the new single-family residence would be located 65-feet landward of the
OHWM. Per RMC 4-10-095, non-conforming structures and sites may be altered,
including full replacement of an existing structure, if the project achieves partial
compliance with the Shoreline development standards and does not result in a net loss
of shoreline ecological functions. The proposed new structure is classified as a major
alteration and therefore requires the incorporation of a vegetative buffer that provides at
least equal protection of ecological functions as the full 100 foot setback. The applicant
proposes the planting of native vegetation within a large portion of the buffer area , as well
as a net decrease in impervious surface on the site. When finished, the site
improvements would result in a net gain in habitat function as discussed in the report
prepared by Wetland Resources , Inc, dated June 18, 2018.

EXEMPTION JUSTIFICATION: An exemption from a Shoreline Management Substantial Development Permit is hereby
Approved on the proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System' and for the
following reasons:
Construction on shorelands by an owner, lessee or contract purchaser of a single.family residence for their own use or for
the use of their family, which residence does not exceed a height of thirty.five feet above average grade level and which
meets all requirements of the state agency or local government having jurisdiction thereof. The existing single family
residence is currently located 80.feet away from the ordinary high water mark (OHWM), which is within the required
100.foot shoreline setback. The proposed single.family residence would be located 65.feet landward of the OHWM. The
vegetated buffer area between the residence and the OHWM includes proposed site improvements such as the native
plants installation and the removal of impervious surface resulting in a net increase in pervious surfaces on the site.
Therefore the proposed site improvements would improve the ecological and habitat functions of the shoreline.
The proposed development is:
Consistent with the policies of the Shoreline Management Act .
Consistent with the guidelines of the Department of Ecology where no Master Program has been finally approved or
adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.

RECONSIDERATION: Within 14 days of the decision date, any party of record may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the
original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if
the approval body finds sufficient evidence to amend the original decision , there will be no further extension of the appeal
period. Any person wishing to take further action must file a formal appeal within the 14 day appeal time frame.
APPEALS: The administrative land use decision will become final if not appealed in writing together with the required fee
to: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 on or before 5:00 pm, on August 08,
2018 (RCW 43.21.C075(3); WAC 197-11-680). RMC 4-8-110 governs appeals to the Hearing Examiner and additional
information regarding the appeal process may be obtained from the Renton City Clerk's office, Renton City Hall, 7th Floor,
(425) 430-6510.
