This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. Assignment On 07-05-2026 at 1536 hours 1 was dispatched to a possible DUI collision at 571 Vashon PL NE. Dispatch notes stated "VEH CRASHED INTO PARKED VEH BLK HONDA ACCORD, NABOR TRYING TO CONFRONT DRIVER". I nvolved Driver 1 -Joseph E. Little Brave (DOB 09-11-2002) Unit 1 -2023 Hyundai Santa Cruz (WA/CPY4512) VIN 5NTJADAE7PH066546. Unit 2-2017 Honda Accord (WA/BZP0789) VIN 1 HGCR2F89HA087657. Investigation When 1 arrived on scene, other officers were investigating Driver 1 for DUI at the dead end of Vashon PL NE as he was sitting on the tail gate of Unit 1 when I arrived. Unit 2 was pushed halfway into the front yard of 605 Vashon PL NE. Statement of Glenda T. Ness (DOB 06-08-1970, verified by WADOL) Glenda stated Unit 2 was her vehicle, and she had camera footage of the accident. Glenda was able to show me camera footage from a camera mounted on her home at 601 Vashon PL NE. I reviewed the footage on her phone and observed a vehicle matching Unit 1 traveling westbound on NE Sixth ST towards Vashon PL NE. I observed as the vehicle appeared on screen at what appeared to a high rate of speed before 1 heard screeching sounds as the vehicle approached the stop sign at Vashon PL NE and proceed straight through the intersection into the driver side of Unit 2, which was unoccupied and parked against the west sidewalk of Vashon PL NE. I observed Unit 1 appear to bounce off Unit 2 and continue northbound on Vashon PL NE. provided Glenda with an Axon link to upload the video to evidence.com. Statement of Addyson Messer (DOB 02-24-2011) Addyson is a resident of 605 Vashon PL NE and was upstairs at the time of the collision. 1 spoke with Addyson at home with her mother Sharon Messer on speaker phone. Addyson stated she did not see the collision, but when she heard screeching and the collision, she looked out of her window. She stated she saw a possibly gray truck driving away from the collision site. I asked if she could identify the driver and she stated, no, that she was more looking at the vehicle, but she thinks it was a man driving. Statement of Lauren C. Zwitt (DOB 10-30-1981, verified by WADOL) Lauren stated that after she had heard the collision she went to Unit 1 to check on the Driver and see if he needed medical care. She stated that Driver 1 was already sitting on the back of his vehicle when she began speaking with him. Lauren stated that he was speaking, but it did not make sense. She stated he apologized but did not specify what for and was also mentioning his family members. She stated Driver 1 seemed incoherent. Additional Actions I photographed the collision scene and the vehicles. All photos were uploaded to evidence.com. Gene Meyers towed both vehicles. Proximate Cause Based on the video I observed and other officers' investigation of DUI, I determined the proximate cause of the collision to be Driver 1 operating a motor vehicle under the influence of intoxicants.
