The City of Renton – Parks and Recreation Department, is soliciting Statements of Qualifications (SOQs)
from qualified interdisciplinary consultant teams to provide professional services for the Sam Chastain Trail
Project: Cost and Feasibility Study Services. The project area is located along the southern shoreline of Lake
Washington, near the confluence of the Cedar River and Lake Washington.
The vision for a completed Sam Chastain Trail is a continuous, multi-modal trail connection along the southern
shoreline of Lake Washington, linking Gene Coulon Memorial Beach Park to the northern terminus of the Cedar
River Trail at Cedar River Trail Park. To initiate the project and advance the vision, the City seeks to conduct a
comprehensive cost and feasibility assessment prior to proceeding with full design, permitting, and
construction.
Cost and Feasibility Project Objectives:
Evaluate the feasibility of extending the Sam Chastain Trail, including identification and comparison
of potential trail alignment alternatives.
Identify key opportunities and constraints related to environmental conditions, utilities,
topography, and adjacent land uses.
Assess regulatory, environmental, permitting, and cost considerations that may influence future
trail development and implementation.
Develop schematic plans, details, and cost estimate for a selected alternative (30% design).
The interdisciplinary team should comprise professionals experienced in site investigations and surveying,
permitting, design and engineering, and construction administration.
Statement of Qualifications Due Date:
Proposals are due by August 10, 2026, at 12:00 PM (Noon).

The City reserves the right to reject any/all submittals
Pre SOQ-Conference and Site Visit:
A conference and site visit will be held on July 16, 2026. Attendance is not mandatory.
