NARRATIVE
26-5252
On 7/5/26 at 1913 hours, I was dispatched to a single vehicle collision near 1526 N 3rd St, in the City
of Renton, County of King, Washington.
Dispatched advised that a vehicle went off the roadway and is now high centered on a road sign.
While pulling up to the scene, 1 observed the driver getting out of the driver's seat and a second
person standing off to the side clearly in pain. I contacted the driver Arthea C. Gipson (4/21/89,
verified by WADL) who stated she was driving westbound on NE 3rd ST, just past the Sunset Blvd N
intersection. She stated that during that time the sun was in her eyes causing her not to be able to
see the road. This caused her to drive onto the median and run directly into a metal pole that was
protruding up from the concrete about two feet. I observed that Gipson had water bloodshot eyes and
spoke to me in slurred repetitive speech.
The passenger identified himself as Anthony A. Harris (9/28/90) no record of him was located.
Both occupants hit their faces on the dashboard/steering wheel causing moderate lacerations to their
faces. Both were medically evaluated on scene and transported to Valley Medical Center.
While the Renton Fire Department evaluated Gipson, I observed that the vehicle appeared to make
no effort to stop prior to the collision. I further observed an empty bottle of Fireball whiskey and a half-
empty 6-pack of beer behind the passenger seat. The vehicle also had substantial front end damage
and was towed by Gene Meyers towing.
I spoke to Gipson again who stated they were coming back from a bar in the Renton highlands. She
didn't know what bar or how to get there. She stated that she had several liquor shots and at least
one beer while she was there over the course of about 2-3 hours. During our conversation she stated
to herself, "I'm probably going to jail for DUI".
I asked Gipson if she would submit to Voluntary Standardized Field Sobriety Tests (SFST), she
stated yes but she would not submit to a breathalyzer.
The Standard Field Sobriety Tests (SFST) would judge her on how well she did on the tests as well
as how well she followed my instructions. Each test would be demonstrated to her in detail and if she
had any questions just ask.
Field Sobriety Tests:
HORIZONONTAL GAZE NYSTAGMUS
I instructed Gipson to standup straight with her feet together and follow the tip of my pen with her
eyes only:
I had to remind her to only move her eyes and not her head twice.
I observed that both of Gipson's pupils appeared to be equal in size.
Gipson's pupils tracked my finger equally.
I observed a lack of smooth pursuit in each of Gipson's eyes.
I observed distinct and sustained Nystagmus at maximum deviation in both eyes.
I observed an angle of onset of Nystagmus prior to 45 degrees in both eyes.
I did not observe vertical Nystagmus.
WALK AND TURN
I instructed Gipson into the starting position, when doing so she immediately started doing her own
version of the test followed by stating something along the lines of"I already passed your test, why do
I need instructions". After much trouble Gipson was eventually placed in the starting position so I
could explain and demonstrate the test:
During her first nine steps, she was able to remain on-line, none of them were heel-to-toe, and she
only performed six steps.
During the turn, she did not leave her lead foot planted.
On her second nine steps, she was able to remain on-line, none of them were heel-to-toe, and she
only performed six steps.
ONE LEG STAND
During this test she was placed in the starting position and instructed to stay in that position while I
demonstrated the test. While I explained and demonstrated the test she started performing the test

again. After much arguing, she was placed into the starting position again.
Gipson raised her right foot, had to be prompted to count out loud as instructed where she rapidly
counted to 12 seconds. Lastly, she put her foot down at 16 seconds and did not continue the test.
She expressed confusion about the instructions of the test and became argumentative.
Based on my observations of Gibson and her field sobriety tests, admittance to recently drinking
alcohol, being involved in a single vehicle collision and the empty liquor and beer containers in the
backseat. I established probable cause to arrest Arthea C. Gipson (4/21/89) with Driving while Under
the Influence (RCW 46.61.502), by operating a motor vehicle while under the influence of alcohol
and/or drugs.
I transported Gibson to Valley Medical Center to be medically evaluated for her injuries and to apply
for a search warrant for her blood. When advised of this, Gibson stated that she was going to refuse
to give blood against the Judges orders.
At 2134 hours, I applied for and was granted a blood search warrant by Judge J. Giner. Gibson was
resistant but after talking to a lawyer became cooperative. Blood was drawn at 2208 hours by Sabrina
Barrientos, who is a technician at Valley Medical Center.
Gibson had no prior DUI arrests.
Gibson was cited (6A0287027) and released at Valley Medical Center.
I submitted the blood vials into evidence.
