TENW SUBJECT: Trip Generation Memo WareSpace Tenant Improvement at 700 Powell Ave SW (Renton, WA) TENW Project No. 2026-128 This memorandum documents the trip generation estimate for the WareSpace Tenant Improvement (TI) to occupy the existing building located at 700 Powell Ave SW in Renton, WA. Project Description The proposed tenant improvement project includes converting 96,543 SF of former manufacturing space into an 88,464 SF WareSpace facility in the existing building located at 700 Powell Ave SW. A WareSpace concept converts/subdivides large underused industrial buildings into smaller warehouse bays for entrepreneurs and growing businesses. The Renton WareSpace facility would include 79,467 SF of warehouse space and 8,997 SF of office space. As part of the proposed TI project 8,079 SF of existing mezzanine space would be removed. A preliminary site plan is included in Attachment A. A summary of the building land uses is shown in Table 1. It should be noted that based on information provided by the applicant at other similar WareSpace facilities, it is anticipated that on a typical weekday only 35 to 40 percent of the building would be actively used. Trip Generation Memo WareSpace TI (Renton, WA) May 27, 2026 Page 2 Trip Generation The trip generation estimates for the proposed and former uses for the WareSpace TI project were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 12th Edition for Land Use Code (LUC) 150 (Warehousing), LUC 712 (Small Office), and LUC 140 (Manufacturing). The resulting net new weekday daily, AM peak hour, and PM peak hour trip generation estimates for the proposed project are summarized in Table 1. The detailed trip generation estimates are included in Attachment B. Next Steps Per the City of Renton’s Policy Guidelines for Traffic Impact Analysis for New Development, a traffic impact analysis (TIA) is required when estimated vehicular traffic generated from a proposed development exceeds 20 vehicles per hour in either the AM (6:00 ‐ 9:00) or PM (3:00–6:00) peak periods. Since the proposed WareSpace TI project is estimated to generate less than 20 net new weekday AM or PM peak hour trips, a TIA would not be required for the project.
