Officer Narrative
Narrative
On 07/09/2026 at approximately 1404 hours, I was dispatched to a two-vehicle, non-injury
collision in the 1200 block of SW 43rd Street in the city of Renton, King County,Washington.
I arrived at approximately 1415 hours.
Upon arrival I contacted Stephan F. David Halstead (DOB: 05/09/1979),who was driving a white
2022 Ram ProMaster van (WA/ D82671 A), and Manh T. Duong(DOB: 12/31/1971),who was
driving a 2021 gray Toyota Tacoma (WA/C73293V).
The ProMaster had minor damage to the front-passenger wheel well skirting(scrapes) and
Halstead said the passenger mirror would not fold.
The Tacoma had minor damage (scrapes) along the driver side.
Halstead said he drove west on SW 43rd Street toward Oakesdale Avenue SW in the number two
Lane, coming upon a marked lane closure of the number one lane. Duong drove along side him in
her Tacoma in the number one lane.
Halstead said Duong accelerated and quickly attempted to merge into his lane in front of him,
but the driver side of the Tacoma collided with the passenger side of the ProMaster.
Duong said she merged in front of Halstead, but Halstead rapidly accelerated and collided into
the Tacoma.
Both vehicles were driven from the scene.
This concluded my involvement in this case.
