NARRATIVE
26-5329 Non-injury private lot collision

Narrative:
On 07.08.2026 at 1727 hours, I was dispatched to an unknown if injury collision in the parking lot of
the Starbucks, 4637 NE Sunset Blvd. This is within the city limits of Renton, County of King, WA.
One of the parties was unable to exit their vehicle.
When I arrived at 1729 hours, I found the collision just south of Starbucks (4637 NE Sunset Blvd) in
the parking lot. A White 4dr 2023 Lexus EX WA/CGS8076 had the right front bumper against the
driver's side door and driver's rear passenger door on a red 2025 Tesla Model Y WA/CPX2098. Due
to the Lexus against the Tesla, the driver of the Tessa had to exit via the front passenger door. The
white Lexus was turning from the parking lot area for the Starbucks to a through lane for the general
parking lot complex. The red Tesla was clearly already in the through lane in the general parking lot.
I advised both drivers that our contact was recorded. Neither driver was injured and there were no
passengers. Renton Fire arrived as a precaution and were able to drive the Lexus backwards
separating the two cars.
The white Lexus is registered to Cheryl L Minato DOB/08.07.1950. Minato was the driver today and
provided her photo WADL, registration and proof of insurance. Minato has valid DOL status. Minato
told me that she was turning and didn't see the other car.
I spoke to Lucia H Brown DOB/01.12.2007. Brown was driving the Tesla registered to her mom, Gina
Fragione. Brown provided her photo WADL, registration, and proof of insurance. Brown has valid
DOL status. Brown was headed eastbound when her vehicle was struck by Minato's vehicle.
Neither car was towed.
But if not for the actions of Minato, the collision would not have occurred. This is a private lot collision
and documented for information purposes only.
This incident occurred in the City of Renton, King County, Washington unless otherwise specifically
noted. During this incident I was equipped with body-worn camera which records both audio and
video. Portions of the incident were recorded. This report is merely a summary of the incident and is
not intended to be an exact transcription of the entire investigation or what may have been captured
with the recording system. During this incident I was wearing a department issued uniform jump suit
was marked with "Police" both on the back, and department patches on each shoulder of the
jumpsuit, as well as a Renton Police Velcro badge on my left chest. It would be immediately obvious
to any reasonable person that I was a Police Officer.
