Narrative
Unless otherwise noted, all events took place in the City of Renton, in the County of King, in the State of
Washington.
This incident was captured on my body worn video camera and in-car cameras.This report is a summary of
events that occurred and is not an exact sequencing of events.
On July 9th, 2026, at approximately 1434 hours I was dispatched to a report of a collision which had occurred
on S 180th St in front of IKEA located at 601 SW 41st ST. I arrived and identified driver 1 as Bryan L Winburn
DOB 10/07/1981 who was operating unit 1, a 2005 Subaru Legacy(WA LIC: BWW2201). I also contacted driver
2 identified as Charles D Hansen DOB 0/20/1959 who was operating unit 2, a red 2015 Hyundai Sonata (WA
LIC: BMH1035).
Driver 1 stated he was in the parking lot of NAPA located at 8441 S 180th St, Kent WA and he was attempting
to pull into the eastbound lanes of S 180th. Because of a stopped semi truck he was unable to see the other
oncoming lane.As he pulled onto S 180th St, he was struck by unit 2 who was traveling eastbound on S 180th
St.
Driver 2 stated he was eastbound on S 180th St next to IKEA when he was focused on trying to turn into IKEA
until he saw a "DO NOT ENTER" sign, so he continued eastbound on S 180th St when he struck unit 1.
There was airbag deployment in unit 2.There were no reported injuries. Both vehicles were impounded via
owner requested tow.
