Proposed Construction Dates (Begin and End Dates)
The proposed construction project is scheduled to commence on June 29, 2026, and is
expected to be completed by October 31, 2026. These dates are tentative and subject
to change depending on weather conditions, unforeseen circumstances, or other
construction delays.
Hours and Days of Operation
Construction activities will take place Monday through Friday, from 7:00 AM to 6:00
PM. Work outside of these hours will be avoided unless specified by the local authorities
or under special circumstances that require after-hours work. No construction work will
occur on weekends or public holidays, unless otherwise approved.
Proposed Hauling/Transportation Routes
Hauling and transportation of materials and equipment will primarily occur via S 4th
Street and Morris Avenue S. The designated routes will be mapped out in advance to
avoid congested areas and residential zones. Special attention will be given to the
accessibility of the routes to prevent damage to existing infrastructure and minimize
disruption to local traffic.
Measures to Minimize Environmental and Community Impacts
To mitigate environmental and community impacts, the following measures will be
implemented:
• Dust Control: Water trucks will be utilized on-site to suppress dust during
excavation, grading, and other earth-moving activities. Dust control efforts will
be increased during dry conditions.
• Traffic and Transportation Impacts: Construction-related traffic will be
restricted to designated routes to avoid congesting residential and high-traffic
areas. Traffic management measures, including the placement of signs and
traffic personnel will be implemented to direct traffic flow and prevent
congestion, if needed.
• Erosion and Mud Control: Silt fences, hay bales, and other erosion control
measures will be installed around disturbed areas to prevent soil erosion and
runoff. Regular inspections will be conducted to ensure the integrity of these
measures.
• Noise Mitigation: To minimize noise disruptions, all equipment will be
maintained in good working condition, and mufflers or sound barriers will be
used on machinery as necessary. Noise-generating activities will be limited to
normal working hours (7:00 AM to 6:00 PM).
• Other Noxious Characteristics: The use of hazardous chemicals will be
minimized on-site, and any necessary chemicals will be stored in secure, sealed

containers to avoid spills or fumes. Waste materials will be properly contained
and disposed of in accordance with local regulations.
Special Hours for Construction or Hauling
There are no proposed weekend or late-night construction activities. However, in the
event of a construction delay or unforeseen circumstances, special working hours,
including extended hours on weekdays or limited work on weekends, may be required
with prior approval from the local authorities. Any such adjustments will be
communicated to the community in advance.
Preliminary Traffic Control Plan
A detailed traffic control plan will be developed in coordination with local traffic
management authorities to ensure safe and smooth traffic flow during construction, as
needed. All mitigation measures outlined will be reviewed periodically to ensure
compliance with project goals and to address any emerging concerns. Regular
communication with local stakeholders will be maintained throughout the duration of
the project.
