This information is also helpful to determine if available avoidance, minimization, or compensatory mitigation measures will address the probable significant impacts or if an environmental impact statement will be prepared to further analyze the proposal. Instructions for applicants This environmental checklist asks you to describe some basic information about your proposal. Please answer each question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or private consultant for some questions. You may use “not applicable” or “does not apply” only when you can explain why it does not apply and not when the answer is unknown. You may also attach or incorporate by reference additional studies reports. Complete and accurate answers to these questions often avoid delays with the SEPA process as well as later in the decision-making process. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. Instructions for lead agencies Please adjust the format of this template as needed. Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist is considered the first but not necessarily the only source of information needed to make an adequate threshold determination. Once a threshold determination is made, the lead agency is responsible for the completeness and accuracy of the checklist and other supporting documents. Use of checklist for nonproject proposals For nonproject proposals (such as ordinances, regulations, plans and programs), complete the applicable parts of sections A and B, plus the Supplemental Sheet for Nonproject Actions (Part D). Please completely answer all questions that apply and note that the words "project," "applicant," and "property or site" should be read as "proposal," "proponent," and "affected geographic area," respectively. The project proposes a residential garden-style apartment development on two (2) parcels at 3401 NE 12th St, 3419 NE 12th St, & 1161 Olympia Ave NE, Renton, WA 98056 (APN 0923059124 and 0923059135). The site is approximately 39,008 square feet (0.90 acres) in size (combined total). The proposal would include two (2) separate buildings with eleven (11) residential units per building, resulting in a total of 22 units total on the project site. Three (3) of the units would be designated as affordable with the remaining 19 rented at market rate. The project would include an open space area and 35 surface parking stalls with access via a single private driveway off NE 12th St. 12. Location of the proposal. B. Environmental Elements 1. Earth Find help answering earth questions3 a. General description of the site: Circle or highlight one: Flat, rolling, hilly, steep slopes, mountainous, other: b. Geotechnical analysis identified steepest slopes ranging from 6 to 15 percent. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them, and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. Test pits encountered approximately 6 inches of grass and topsoil underlain by approximately 2 feet of loose to medium dense, silty-fine to medium grained sand trace gravel (Vashon Glacial Till). These materials were underlain by dense to very dense, silty- fine to medium grained sand trace gravel (Vashon Glacial Till) which continued to the termination depths of the exploration. Please see Geotech Report for further information. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. Geotechnical analysis found no significant hazards and deemed the site suitable for development. Please see report for more details. e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. Filling, excavation, and grading will be required for the construction of roadways and building pads. This area will include approximately: Cut: 274 ± C.Y. Fill: 569 ± C.Y. Net: 295 ± C.Y. (FILL) Please see plan set for additional information. f. Could erosion occur because of clearing, construction, or use? If so, generally describe. Yes, the potential for erosion will increase during construction but the use of best management practices will mitigate erosive situations should they occur. Temporary erosion and sediment control measures will be provided in accordance with development regulations. Following construction, erosion potential would decrease when drainage is controlled and cleared areas are re-vegetated. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? Approximately 75% of the site will be covered by impervious surfaces upon completion. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any. A temporary erosion and sedimentation control (TESC) plan will be prepared and implemented prior to commencement of construction activities. During construction, SEPA Environmental checklist September 2023 Page 6 (WAC 197-11-960) erosion control measures may include any of the following: silt fence, TESC ponds, catch basin inlet protection and other measures which may be used in accordance with the requirements of the City. 2. Air Find help answering air questions4 a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. During construction there will be increased exhaust and dust particle emissions. After construction the principle source of emissions will be from automobile traffic, lawn equipment, and other behavior typical of maintenance of multifamily residential uses. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. Off-site sources of emissions are those typical of the residential neighborhoods, roads, and highways that surround this site, such as automobile emissions from traffic and fireplace emissions from nearby houses. c. Proposed measures to reduce or control emissions or other impacts to air, if any: Construction impacts will not be uniquely significant and can be controlled by several methods: watering or using dust suppressants on areas of exposed soils, washing truck wheels before leaving the site, and maintaining gravel construction entrances. Automobile and fireplace emission standards are regulated by the State of Washington. 3. Water Find help answering water questions5 a. Surface: Find help answering surface water questions6 1. Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. Please see wetland report for confirming that no wetlands or streams area present on-site. 2. Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. No. 3. Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. There is no fill or dredge material that will be placed in or removed from surface water or wetlands. 4. Will the proposal require surface water withdrawals or diversions? Give a general description, purpose, and approximate quantities if known. The proposal will not require surface water withdrawals or diversions. 5. Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. No, the subject site does not lie within a 100-year floodplain. 6. Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No, the proposal does not involve any discharge of waste materials to surface waters. b. Ground: Find help answering ground water questions7 1. Will groundwater be withdrawn from a well for drinking water or other purposes? If so, give a general description of the well, proposed uses and approximate quantities withdrawn from the well. Will water be discharged to groundwater? Give a general description, purpose, and approximate quantities if known. No, groundwater will not be withdrawn. The development will be connected to public water service. 2. Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (domestic sewage; industrial, containing the following chemicals…; agricultural; etc.). The development will be connected to the public sanitary sewer system. c. Water Runoff (including stormwater): 1. Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Stormwater on site will be generated by roofs, driveways, and road improvements. From there, stormwater will be collected through a series of catch basins and directed into a stormwater detention vault. Stormwater control devices will slowly release water at a rate consistent with the requirements of the City. Please refer to the Preliminary TIR and storm drainage plans for detailed information. 2. Could waste materials enter ground or surface waters? If so, generally describe. Generally, no. Stormwater infrastructure will include treatment mechanisms and/or flow control applications to prevent the discharge of waste into the environment. The potential for illicit discharges and petroleum hydrocarbons from construction vehicles will be managed through the associated project SWPPP. After construction, potential pollutants include roadway runoff and landscaping application. 3. Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. Generally, no. Drainage patterns may only be affected within the limits of the development. Stormwater generated in the vicinity of the project will remain in its natural drainage basins at pre-development rates. d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage pattern impacts, if any: During the construction phase, temporary erosion control measures, ongoing maintenance, soil stabilization, and other best management practices will be implemented to help reduce and control impacts from the project. Permanent measures to reduce and control runoff from the completed project will include catch basins, underground conveyance pipe, detention and water quality treatment as determined necessary. Please refer to stormwater management plans for details. 4. Plants Find help answering plants questions a. What kind and amount of vegetation will be removed or altered? Selective alteration or removal of vegetation will occur for construction. Trees will be retained pursuant to the applicable Code requirements. New vegetation will be planted, and invasive or noxious species will be removed. c. List threatened and endangered species known to be on or near the site. None known. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any. Proposed landscaping may include the use of native or drought resistant plants. Invasive species found on site will be removed to enhance existing and planted vegetation. e. List all noxious weeds and invasive species known to be on or near the site. Blackberry, Scotch Broom and English Ivy are invasive species known to be in the area or near the site. 5. Animals Find help answering animal questions8 a. List any birds and other animals that have been observed on or near the site or are known to be on or near the site. Western Washington is in the Pacific Flyway which is a major north/south flyway for migratory birds in America. d. Proposed measures to preserve or enhance wildlife, if any. To help preserve and enhance wildlife, the project is proposing to meet the required tree retention and landscaping requirements to support animal species in the area. e. List any invasive animal species known to be on or near the site. No invasive animal species are known to be on or near the site. 6. Energy and natural resources Find help answering energy and natural resource questions9 a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Electricity would be the primary source of energy for the proposal and would be used for heating, lighting, and other miscellaneous household purposes. Wood burning and passive solar gain would be secondary sources of heat. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. No, the project will not affect the potential use of solar energy by adjacent properties. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any. The proposed dwelling will be constructed in conformance with the applicable Building and State Energy Code standards. Energy conserving materials and fixtures will be evaluated for suitability in all new construction. 7. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur because of this proposal? If so, describe. No. There are no known environmental health hazards that could occur as a result of this proposal. 1. Describe any known or possible contamination at the site from present or past uses. There are no known contamination on site from past or present uses. 2. Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. No known additional existing hazardous chemicals/conditions that would affect the proposal. 3. Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. During construction, use of heavy-duty trucks will be common onsite, but spill control plans and standard automotive maintenance practices performed by the contractor should be in place throughout the construction phase. Limited chemicals will be used during the project’s construction as needed for its completion. Overall, any chemicals should be used as necessary, and any un-used or waste materials properly recycled or disposed of. 4. Describe special emergency services that might be required. No special emergency services are anticipated to be required by the proposed project. 5. Proposed measures to reduce or control environmental health hazards, if any. None proposed or anticipated. b. Noise 1. What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Noise from traffic on surrounding roadways could have a minimal impact on the project. Noise levels are consistent with those found in a residential area. 2. What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site)? SEPA Environmental checklist September 2023 Page 12 (WAC 197-11-960) Noise levels would be intermittently high throughout construction but should be limited to normal waking hours. After construction, residential activity and traffic noise created by daily vehicular trips would be consistent with existing ambient noise levels in the vicinity. 3. Proposed measures to reduce or control noise impacts, if any: Standard soundproofing materials would be used in the construction of residences. Use of proper muffling devices and limitation of construction to normal waking hours would minimize construction-related noise. 8. Land and shoreline use Find help answering land and shoreline use questions11 a. What is the current use of the site and adjacent properties? Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. The current use of the site is single family residences with accessory structures. The surrounding area uses include various forms of multifamily residential and a public utility parcel owned by the City of Renton. According to the project traffic report, the project is estimated to generate 110 new average weekday daily trips. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses because of the proposal, if any? If resource lands have not been designated, how many acres in farmland or forest land tax status will be converted to nonfarm or nonforest use? There will be no impact on agriculture or forest lands as this parcel has been a privately owned residence for many years and is not currently used for agriculture or forestry. 1. Will the proposal affect or be affected by surrounding working farm or forest land normal business operations, such as oversize equipment access, the application of pesticides, tilling, and harvesting? If so, how? No, there are no known farm or forest uses in the vicinity. c. Describe any structures on the site. The site currently contains three single family residences with accessory structures. d. Will any structures be demolished? If so, what? Yes, the existing homes and accessory structures will be removed. e. What is the current zoning classification of the site? The site is located within the Residential Multi-Family (RMF) zoning designation and Urban Design District B. What is the current comprehensive plan designation of the site? The site is located within the Residential High Density (RHD) land use designation. g. If applicable, what is the current shoreline master program designation of the site? Not applicable. h. Has any part of the site been classified as a critical area by the city or county? If so, specify. No part of the site has been classified as a critical area. i. Approximately how many people would reside or work in the completed project? The completed project will contain 22 new multifamily units, or 55 people, assuming Washington State’s median household size of 2.5. j. Approximately how many people would the completed project displace? Three existing single-family residences and accessory structures will be eliminated. k. Proposed measures to avoid or reduce displacement impacts, if any. The project is increasing housing opportunities in the area by 19 units. Additionally, 3 units will be designated as affordable per City of Renton requirements. l. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any. The project will comply with the current zoning and design standards applicable to the site. Any variations from Renton standards will warrant review and approval by the City. m. Proposed measures to reduce or control impacts to agricultural and forest lands of long-term commercial significance, if any: There is no anticipated conflict with these uses. 9. Housing Find help answering housing questions12 a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low-income housing. 22 new multifamily units will be provided, 3 of these will meet City of Renton affordable housing requirements and the rest will be at middle-income market rates. b. Approximately how many units, if any, would be eliminated? Indicate whether high, middle, or low-income housing. Three existing middle-income single-family residences and accessory structures will be eliminated. c. Additionally, 3 units will be designated as affordable per City of Renton requirements. 10. Aesthetics Find help answering aesthetics questions13 a. What is the tallest height of any proposed structure(s), not including antennas; what is the principal exterior building material(s) proposed? No structure will exceed the maximum wall plate height of 32 feet allowed for RMF zoning, unless administrative conditional use approval allows for increase to 42 feet. Materials may include any of the following: wood, hardwood, masonry, cedar shakes and/or asphalt shingles. b. What views in the immediate vicinity would be altered or obstructed? This project is not anticipated to obstruct views in the immediate vicinity. The applicant is not aware of any view easements, agreements, restrictive covenants, or other documents creating affirmative view rights impacting the property. c. Proposed measures to reduce or control aesthetic impacts, if any: The project will comply with the zoning standards of the site and building materials and design will follow all applicable regulations at the time of submittal.
