The following briefly describes the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for September 22, 2026 at 10:00 a.m. before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one of the methods listed below. PROJECT DESCRIPTION: The subject property is located at the northwest corner of the intersection of NE 12th St and NE Sunset Blvd and is 76,500 square feet (1.76 acres) in size. Currently, the parcel is developed with an existing 16,723-square-foot commercial building, which the applicant proposes to repurpose and use as an emergency medical care facility. The building footprint will be expanded to create a new drop-off canopy at the main entry and the existing drive-thru would be expanded to support ambulance arrival. The facility is intended to remain fully operational for 24 hours a day, 365 days a year, with a staff of 8–12 comprising of doctors, nurses, and other medical professionals. The building will contain ten (10) outpatient emergency treatment rooms, a diagnostic lab, radiology services, and a point-of-care (i.e., not retail) pharmacy. Access to the site will be gained from two (2) driveways, one (1) off NE 12th St and a second driveway off NE Sunset Blvd that is shared with the adjacent parcel to the east. No trees are proposed for removal. According to the city’s GIS Map, the site may contain steep slopes. The applicant submitted a drainage report, geotechnical report, and a traffic impact analysis with the application in association with the Environmental (SEPA) Review. DATE OF APPLICATION: June 26, 2026 NOTICE OF COMPLETE APPLICATION: July 14, 2026 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non- Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Mixed Use (CMU) on the City of Renton Comprehensive Land Use Map and Center Village (CV) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-9-030, 4- 9-070, 4-2-120B, 4-3-050, and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting. Comments on the above application must be submitted in writing by 5:00 PM on July 28, 2026.
