Grady Way Renton, WA 98057 RE: Temporary Noise Variance Request Northwest Region South Strategic Pavement Preservation Project XL7030 State Route (SR) 169 Milepost (MP) 24.84 to 25.23 SR 900 MP 12.58B to 13.00B Decreasing SR 900 MP 12.58B to 12.81 Increasing SR 900 MP 12.50 to 12.58B Dear Ms. Wragge, The Washington State Department of Transportation (WSDOT) requests a temporary noise variance from the City of Renton for 7 cumulative nights for the NWR South Strategic Pavement Preservation Project Contract – 25-27. WSDOT is requesting relief from the requirements of the Washington Administrative Code (WAC) 173-60-040 and the Renton Municipal Code (RMC) Ch 8-7 through approval of a noise variance as allowed under WAC 173-60-050(f) and the RMC Ch 8-7-8 allowing WSDOT contractor(s) to work nights between the inclusive dates of March 1, 2027 to December 31, 2027. Project Description NWR Materials has determined that numerous routes require strategic preservation before a paving project can be programmed to address deteriorating roadway conditions. This project will provide crack sealing and/or asphalt patching highways within Area 4, Area 5, and ramps along I-90. Specifically for the City of Renton, crack sealing work on this project will occur along SR 169 MP 24.84 to 25.23, SR 900 12.50 to 12.58B, 12.58B to 13.00B Decreasing, and 12.58B to 12.81 Increasing. Box 330310 Seattle, WA 98133-9710 (206) 440-4000 TTY: 1-800-833-6388 www.wsdot.wa.gov 2 Construction Activities and Equipment Equipment that may be used for the duration of the project includes backhoe or excavator, backup and movement alarm, chip spreader, ground compactor, air compressor, flatbed or pickup truck, generator, joint sealer, light tower, asphalt paver, dump truck, material transfer vehicle, air hose, roller, vacuum street sweeper, traffic control equipment. Justification for Nighttime Work WSDOT Construction Traffic Coordination Office recommends that lane closure work be completed at night when traffic volumes are low enough to handle closures. Construction related lane closures during the daytime could cause delays to the traveling public, impact bus routes and business access, jeopardize workers’ and public safety. Performing work at night will minimize the danger to workers and the traveling public from road closures, detours, and traffic delays. In addition, daytime lane closures could backup and adversely impact traffic along SR 169, SR 900, and city arterials. Therefore, nighttime work is necessary to complete this project to provide the least impact to the traveling public. Traffic Limitations This project includes lane closures weekdays and weekends from 10:00 PM to 7:00 AM. This project will require construction equipment and personnel on the roadway. The work zone traffic control strategies have been developed for this project to minimize impacts to the traveling public during the construction phase of this project. For lane closures, the appropriate signage and flagging will be used to maintain a safe flow of traffic. Proposed Nighttime Noise Mitigation WSDOT is committed to reducing the inconvenience felt by those living near this project and will make reasonable efforts to minimize sound levels caused by nighttime work. To that end, WSDOT will require the contractor to adhere to the following noise reduction measures: 1. All trucks performing export haul shall have well maintained bed liners as inspected and approved by the Engineer. 2. Truck tailgate banging is prohibited. All truck tailgates shall be secured to prevent excessive noise from banging. 3. A copy of noise exemption shall be kept on the project site at all times.
