The following briefly describes the application and the necessary Public Approvals. DATE OF NOTICE OF APPLICATION: July 15, 2026 PROJECT NAME/NUMBER: Cascade Crest Apartments / LUA26-000189, ECF; PR26- 000031 PROJECT LOCATION: 3401 and 3419 NE 12th St, Renton, WA 98056 and 1161 Olympia Ave NE, Renton, WA 98056 (APNs 0923059124 and 0923059135) APPLICANT/PROJECT CONTACT PERSON: Cliff Williams / 4648 Shantel St, Mount Vernon, WA 98274 / cliff@sitedme.com LOCATION WHERE APPLICATION MAY BE REVIEWED: Applicant documents are available online through the City of Renton Document Center website. PROJECT DESCRIPTION: The applicant is proposing a residential garden-style apartment development on two (2) parcels at 3401 and 3419 NE 12th St (APNs 0923059124 and 0923059135). A second dwelling unit on APN 0923059135 is addressed as 1161 Olympia Ave NE. The site is approximately 38,940 square feet (0.89 acres) in size. The parcels are located within the Residential Multi-Family (RMF) zoning classification, Urban Design District B overlay district, and the Residential High Density (RHD) land use designation. According to the submitted materials, the proposal would include two (2) separate buildings with 12 residential units per building, resulting in a total of 24 units on the project site. Four (4) of the units would be designated as affordable with the remaining 20 units rented at market rate. The applicant has proposed 38 surface parking stalls with access via a single private driveway off of NE 12th St. The proposed site plan indicates the retention of two (2) existing trees and removal of the remaining trees. According to City of Renton (COR) maps, the site is not mapped with any critical areas. The applicant submitted an Arborist Report, Environmental (SEPA) Review Checklist, Geotechnical Report, and Technical Information Report with the application. DATE OF APPLICATION: June 25, 2026 NOTICE OF COMPLETE APPLICATION: July 15, 2026 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non- Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
