This report is a summary of events that occurred and is not an exact sequencing of events.Statements have been paraphrased and summarized.At the time of this call my body worn camera was not activated. On 7/12/2026, at 1650 hours, I was dispatched to 1101 Bronson Way N for a phone report of a hit and run collision that had occurred at Main Ave South and Bronson Way South. The notes read; **FONE**...45 AGO...HR TO RPS VEH...SUSP ALSO MADE THRTS TO HARM RP...SUSP INFO..REQ A CALL FROM OFCRS. I contacted the reporting party via phone. I spoke with Nathan ZTodd (DOB 06/23/2003). 1 had Nathan send me an email with his account of the accident.The following is an abbreviated version of Nathan's account. Nathan wrote the following; On the 12th of June around 1600 hours, Nathan and his girlfriend were driving in Nathan's black 2012, Honda Civic(WA plate CWK4703). Nathan pulled up to the stoplight at Main Ave South and Houser Way South to turn right onto Houser Way South. In the right-hand Lane, a car that Nathan believes was a 2020 or newer Subaru outback four door silver in color pulled up next to his car. Nathan writes the male driver of the Subaru was glaring at Nathan's girlfriend who was in the passenger seat and then glared at Nathan. Nathan writes that this made him confused and showed a confused expression on his face. Nathan's windows were already slightly rolled down and after he Looked at the driver of the Subaru, Nathan writes the driver rolled down his window and yelled "Do you have a fucking problem" and "What's up buddy". Nathan told the driver that he did have a problem and asked the driver why he was staring at them and told the other driver that they should both focus on the road. Nathan states the vehicles ahead of them started to move forward as the light changed. Nathan states as the cars moved forward, he attempted to merge from the left lane into the right-hand Lane, since there was no reason to be next to the other driver in traffic. Nathan proceeded to change Lanes, as the driver of the Subaru accelerated striking the right rear of Nathan's vehicle. Nathan attempted to slow down his vehicle to the side.As Nathan did this,the driver of the Subaru Leaned out of his window and threaten Nathan, as Nathan states"as if I was his enemy". Nathan states that the driver threaten to kick or kill Nathan, Nathan could not fully understand what the driver exactly said. Nathan states he immediately chose to leave the area for safety for himself and his girlfriend. Nathan mentions that the driver appeared to be intoxicated and was slurring his speech.The driver of the Suburau then proceeded to follow Nathan for several minutes, driving erratically and threating Nathan and his girlfriend out the window. Nathan states he was able to drive away to a safe spot. Nathan stated he consulted his mother and ended up calling 911,45 minutes Later. Nathan provided me with photos of the damage to his car,which showed what appeared to be white/silver paint transfer and scratches on the right rear quarter panel of Nathan's car. I later uploaded the photos to evidence.com. The driver of the Subaru called in to report the hit and run shortly after Nathan did.The driver of the Subaru was identified as Scout L Hanicker(DOB 03/30/1985). The call notes on Scouts 911 call read; *PHONE**30 AGO, HIT/RUN, NO INJS, SUSP VEH GOA: BLK HOND CIVIC @CWK4703/, L/S SB1405, *PHONE*** NEW RP: COLWELL,WILBER/PASSENGER 206-670-3543/Y.. RP IS DRIVER'S BOYF, BELIEVES THE OTHER DRIVER HAS ALSO CALLED PD AND ARE TRYING TO SAY THE ACC WAS BOYF'S FAULT. RP ALSO REQ TO SPK WITH PD. I spoke to Scout via phone. Scout was incredibly difficult to get his side of the story and was belligerently yelling at me over phone. I had originally suggested that I complete a Sector Collison and provide both Socut and Nathan with exchange of information sheets, due to both drivers calling in. Scout was not happy with this suggestion was very disrespectful and loud over the phone. Scout wrote the following;Socut approached the traffic light when the driver next to him began to question why Scout was Looking at him. Scout told the other driver that he was not staring at the driver and asked the other driver"if there was a problem". Scout states he rolled up his windows. Scout states the other driver turned sharply toward Scout's vehicle, scraping the front driver side and front of Scout's car, damaging the headlight and removing paint. Socut states he followed the vehicle while attempting to get the other driver to stop and exchange information. Scout states the other driver continued towards 1-405 and disappeared down the freeway. Scout provided pictures of the damage to his vehicle that I Later uploaded to evidence.com. Scout stated over the phone and sent me multiple emails about how unhappy with the Police service that he received. Scout was not willing to do an exchange of information with Nathan and would only accept his version of events.Any suggestion otherwise made him very belligerent over the phone and made him unreasonable. Due to Nathan merging into another Lane and colliding with a vehicle 1 determined him to be the unit 1 driver and Scout to be the unit 2 driver. This report is for insurance purposes only as bit drivers decided to leave the city and the scene of the collision before calling 911.There is not any camera footage at the intersection of Main Ave South and Bronson Way South.
